. The role supports data modeling, requirements leadership, and requirements elicitation activities on the NAVSUP Enterprise Web (NEW) program. The position bridges the gap between NAVSUP's logistics data ecosystem and the web development team, translating complex operational data requirements into technical data models and structured requirements artifacts. Strong analytical skills and clear communication of technical concepts to both technical teams and government stakeholders are essential.

Position OverviewSupport the development of logical and physical data models for NAVSUP Enterprise Web applications, noting data dictionaries, entity‑relationship diagrams, and data flow specifications. Lead requirements development activities, facilitate joint application design (JAD) sessions, synthesize stakeholder inputs, and produce requirements traceability matrices. Conduct structured requirements elicitation through stakeholder interviews, process observation, and document analysis, delivering well‑formed user stories and functional requirements specifications.
Analyze existing NAVSUP data structures and business processes to identify integration requirements, data quality issues, and optimization opportunities. Collaborate closely with Web Developers to ensure accurate implementation of data models, participate in sprint ceremonies, and provide analytical support to the development team.
- 3–6 years of experience in business intelligence, data analysis, or systems analysis on IT programs.
- Proficiency in data modeling techniques (ER modeling, UML, logical/physical design) and experience with modeling tools such as Erwin, ER/Studio, or Lucidchart.
- Strong SQL skills; ability to write and interpret complex queries for data analysis and validation.
- Experience conducting structured requirements elicitation and producing formal requirements documentation (BRD, FRS, user stories).
- Demonstrated ability to facilitate stakeholder workshops and translate business needs into technical specifications.
- Bachelor's degree in Information Systems, Computer Science, Data Science, or related field (or equivalent experience).
- Prior experience supporting DoD or federal logistics information systems.
- Familiarity with Navy supply chain, ERP systems (Navy ERP / SAP), or NAVSUP operational data environments.
- Experience with BI tools such as Tableau, Power BI, or Qlik.
- CBAP, PMI-PBA, or IIBA certification.
