The Senior Metrics and Data Analyst will provide senior-level data analysis, metrics development, predictive modeling support, and data visualization services for Commander, Naval Surface Force Atlantic. This role will support Force Generation readiness improvement by analyzing readiness data, developing metrics and leading indicators, building data-driven monitoring frameworks, and producing analytical products that help Government personnel assess initiative performance and operational risk.

The Senior Metrics and Data Analyst will work with Navy readiness, maintenance, training, operational availability, and force generation data to identify trends, validate gaps, support readiness forecasting, and provide actionable insights across the PESTONI readiness pillars.

The ideal candidate will have strong data analytics, metrics development, visualization, modeling, and Navy readiness experience, with the ability to turn complex datasets into clear analytical products for operational and strategic decision-making.

Key Responsibilities Metrics Development & Data Analysis
  • Develop, refine, and maintain metrics that support Surface Force Generation readiness analysis.
  • Analyze data across the Personnel, Equipment, Supply, Training, Ordnance, Networks, and Infrastructure readiness pillars.
  • Conduct in-depth analysis to identify readiness gaps, process barriers, performance trends, and operational risks.
  • Develop new metrics, data models, and leading indicators to improve the Government’s ability to forecast future readiness.
  • Support analysis of ship class, system, and mission-area readiness across Surface Force operations.
  • Assess data trends related to operational availability, maintenance delays, training delays, Combat Surge Ready status, and Combat Ready status.
  • Validate analytical findings using authoritative Navy data sources and relevant readiness systems.
Predictive Modeling & Readiness Forecasting
  • Support development, testing, validation, and sustainment of predictive readiness models.
  • Analyze readiness degradation patterns across specified ship classes and readiness areas.
  • Support model back-testing, data validation, and accuracy assessment.
  • Apply data science, predictive analytics, machine learning, and AI-enabled analytical methods where appropriate.
  • Identify statistically significant and actionable operational factors affecting readiness outcomes.
  • Help develop advanced analytical models using relevant Navy data and available Government-approved analytical resources.
Dashboards, Visualizations & Monitoring Frameworks
  • Design and produce data visualizations, dashboards, charts, tables, and briefing graphics for Government review and use.
  • Develop data-driven monitoring frameworks that allow Government personnel to assess TYCOM initiative performance against projected outcomes.
  • Translate complex data into clear visual products for working-level, senior leadership, and flag-level audiences.
  • Provide analytical inputs, data summaries, and draft visualizations for Government-prepared point papers, memoranda, and briefings.
  • Maintain quality control over metrics, visualizations, data extracts, and analytical work products.
Strategic and Tactical Analysis Support
  • Support strategic and tactical Force Generation analyses of alternative courses of action.
  • Assist with Business Case Analyses and Analyses of Alternatives by preparing data inputs, metrics, models, and visualizations.
  • Support analysis of funding allocation options, staffing impacts, training impacts, process changes, and policy recommendations.
  • Assist in identifying, validating, and eliminating Force Development and Force Generation gaps related to Surface Force readiness.
  • Support doctrinal alignment analysis by providing data, metrics, and evidence-based findings tied to Navy guidance and strategic priorities.
Collaboration & Stakeholder Support
  • Work with Government personnel, analysts, operational stakeholders, and senior SMEs to define data needs and analytical priorities.
  • Support technical exchange meetings, analytical working groups, deep-dive sessions, and stakeholder reviews.
  • Communicate analytical results clearly to technical and non-technical audiences.
  • Support the Commander’s Action Group and COMNAVSURFLANT stakeholders with timely, accurate, and actionable analytical products.
