General Dynamics NASSCO – Subcontract Administrator (Norfolk, VA)

General Dynamics NASSCO is a proud member of the General Dynamics Marine Systems business unit. In addition to ship construction, our capabilities include advanced ship repair, conversion, and maintenance for both commercial and national defense assets.

We currently have an exciting opportunity in our Subcontracts department. This position is located in Norfolk, Virginia and is a Subcontract Administrator.

Work schedule:

7am to 4pm.

Pay Scale: $60,900 - $81,200

A reasonable estimate of the salary range for this role, based on skill sets, experience, training, and education. Principal Responsibilities
  • Procure semi‑complex, high‑value subcontractor services and materials with long lead times and other items as assigned.
  • Assist in planning and coordinating facility surveys to assess subcontractor capability, obtain necessary reviews and approvals per the Purchasing Manual.
  • Validate subcontracts and rental requisitions against contract and project specifications, ensuring technical requirements and contract clauses are included.
  • Perform price analysis and negotiate subordinate and leasing company proposals.
  • Maintain close liaison with subcontractors, suppliers, program managers, and material control to resolve performance issues and ensure timely delivery.
  • Adhere to NASSCO’s “Standards and Business Conduct” guidelines.
  • Other responsibilities and duties as assigned.
Position Demands – Education / Training

Typically has a BA/BS in a related field, or AA/AS plus two (2) years of directly related experience, or six (6) years of directly related experience.

Position Demands – Required Experience
  • Knowledge of NASSCO’s ship repair approach, organization, procedures, and material requirements.
  • Understanding of Federal Acquisition Regulations (FAR).
  • Contract law principles and their application to a ship repair environment.
  • Ability to work under time pressure.
  • Familiarity with NASSCO health, safety, and environmental policies.
Skill Requirements
  • Negotiating semi‑complex, high‑value, or custom subcontractor service and material procurements.
  • Attention to detail and sound judgment.
  • Document preparation, including special reports and presentations.
  • Proficient use of Microsoft Office.
  • Excellent business math and verbal/written communication skills.
Physical Requirements
  • Carrying, Lifting, Walking, Climbing, Pulling, Must be able to go on vessels.
  • Visual requirements:
    Crouching, Standing.
  • Hearing, Stooping, Kneeling, Talking.
Working Relationships

Reports to the Subcontract Manager. Maintains close internal contact with Engineering, Estimating, Receiving, Integrated Logistics Support, Production, and Quality Assurance. Maintains close external contact with suppliers and requesting organizations to resolve contractual and technical problems. No direct reports.

Accountability

Accountable to the Subcontract Manager for procurement of acceptable subcontractor services at best value while ensuring timely delivery. Results relate to quality, timeliness, project goals, and process adherence.

Standard Equipment

Desktop computer and corporate credit card.

Unique / Additional Requirements

Must have reliable attendance record and be punctual, and be available to work overtime as required. Must physically transit all areas of the facility, regularly sit, use hands and fingers, handle or feel objects or controls, talk and hear, and maintain good eye/hand coordination. Noise level is moderate.
