Duties
  • You will serve as the principal advisor to the Director, Total Force Management in all matters relating to Master and Chief Engineer placement, development and compliance with policy.
  • You will be responsible for developing procedures for communication, coaching and mentoring Masters and Chief Engineers to ensure compliance with law, regulation, and policy.
  • You will participate in all major planning decisions involving mission requirements and their impact on the mariner workforce.
  • You will serve as technical expert and consultant on state-of-the-art management techniques that can be used to improve communication and senior shipboard management.
  • You will direct the overall planning, development, implementation and execution of programs for strategic current and long-term senior mariner requirements planning.
  • You will supervise and direct subordinate individuals in the establishment of goals and objectives, work planning and organization, work assignments, and personnel management responsibilities.
  • You will provide guidance to employees in identifying employee training and career development needs to enhance their performance.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • A United States Cost Guard (USCG) Master of Unlimited Tonnage License is required.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-14) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience may include the following:
Applying expert knowledge of the principles, concepts, and practices of merchant seaman manpower processes, systems, and management for both ashore and afloat operations; representing an organization at senior levels to justify, defend, or negotiate on matters involving significant or controversial issues and seeking agreements with stakeholders; mentoring, coaching, and developing merchant seamen to enhance workforce readiness and career progression; utilizing direct…
