Position: Project Manager - NORFOLK (1887)
Position Overview

The Project Manager provides senior-level leadership, coordination, and oversight in support of Commander, Naval Air Forces (CNAF) Aircraft Carrier Readiness Support (ACRS) mission. This role is responsible for planning, managing, and executing complex aircraft carrier readiness, maintenance, modernization, and lifecycle support efforts across multiple CVN platforms, ensuring alignment with CNAF priorities for readiness, war fighting capability, safety, and personnel.

The Project Manager serves as the primary interface between CNAF, TYCOM staffs, ship’s force, Naval Shipyards, Regional Maintenance Centers (RMCs), SUPSHIP, and other government and industry stakeholders to ensure aircraft carriers remain mission-capable across all phases of the Optimized Fleet Response Plan (OFRP) and Global Maritime Response Plan (GMRP).

Key Responsibilities Program & Project Leadership
  • Plan, direct, and oversee aircraft carrier readiness, maintenance, and modernization efforts in support of CNAF CVN Maintenance, Material, and Readiness objectives.

  • Lead multi-disciplinary engineering, logistics, and readiness teams supporting USS Nimitz (CVN 68), USS Gerald R. Ford (CVN 78) class carriers, and other assigned CVNs.

  • Provide centralized coordination and oversight for task execution across multiple task orders, ensuring schedule, cost, performance, and readiness objectives are met.

  • Ensure compliance with applicable OPNAV, NAVSEA, TYCOM, JFMM, and CNAF policies and instructions.

Readiness Operations & Assessment
  • Support CNAF CVN Readiness Operations Center (ROC) initiatives to standardize readiness reporting, metrics, and analytics.

  • Integrate readiness data across personnel, training, equipment, supply, ordnance, and logistics to support capabilities-based readiness assessments.

  • Lead Carrier Readiness Calls (CRC) and readiness reviews to identify gaps, elevate issues, and drive corrective actions.

  • Utilize data analysis and predictive modeling to anticipate readiness risks, reduce unscheduled downtime, and improve mission capability.

Maintenance, Modernization & Availability Execution
  • Oversee integrated planning and execution of CNO-scheduled availabilities, modernization efforts, RCOH, DPIA, PIA, CIA, and inactivation availabilities.

  • Manage development and execution of Life Cycle Maintenance Plans (LCMPs), Availability Work Packages (AWPs), Ship Change Documents (SCDs), and Justification Cost Forms (JCFs).

  • Coordinate modernization planning and execution activities, including Fleet Modernization Program (FMP) support, SCD programming, and lessons learned capture.

  • Review and evaluate maintenance provider estimates, production plans, and execution metrics to ensure accuracy, efficiency, and readiness impact.

Engineering & Technical Oversight
  • Provide senior oversight for professional engineering support across naval architecture, marine mechanical, electrical/electronic, HM&E, and integrated logistics disciplines.

  • Ensure effective configuration data management, technical documentation control, and logistics data accuracy throughout maintenance and modernization events.

  • Support engineering studies, design reviews, diagnostics (non-intrusive), and system assessments to inform readiness and lifecycle decisions.

Logistics, ILS & Configuration Management
  • Oversee Integrated Logistics Support (ILS), Maintenance Support Center (MSC), and Configuration Data Management (CDM) activities.

  • Ensure accurate shipboard configuration records, COSAL data, maintenance histories, and logistics documentation.

  • Support logistics training, assessments, and shipboard validation efforts to sustain long-term carrier readiness.

Damage Control, Safety & Compliance
  • Support CNAF damage control programs, including 8010 Industrial Fire Safety Manual compliance and TYCOM oversight initiatives.

  • Assist in evaluating damage control readiness, training effectiveness, and compliance with established safety and material readiness standards.

  • Ensure contractor efforts align with all safety, environmental, and nuclear propulsion restrictions defined by NAVSEA and CNAF.
