Position Overview
The Program Manager (PM) serves as the senior authority responsible for the overall management, execution, and financial stewardship of the Aircraft Carrier Readiness Support (ACRS) contract in support of Commander, Naval Air Forces (CNAF). The PM ensures all contract requirements are executed in alignment with CNAF’s mission to generate combat-ready aircraft carriers and naval aviation forces in accordance with OPNAVINST 5440.77C and applicable NAVSEA, TYCOM, and Fleet directives.
The Program Manager provides centralized leadership across readiness operations, engineering and technical services, logistics, maintenance planning, modernization, and data-driven readiness assessment activities supporting Nimitz- and Ford-class aircraft carriers throughout all phases of the Optimized Fleet Response Plan (OFRP).
Key Responsibilities Program Leadership & Contract ManagementServe as the single point of authority for overall contract performance, ensuring technical, schedule, cost, and quality objectives are met.
Direct and integrate all functional task areas, including readiness operations, engineering support, logistics, maintenance planning, modernization, and damage control support.
Ensure contract execution complies with CNAF, NAVSEA, TYCOM, and other governing instructions, including NADL and applicable safety and environmental requirements.
Lead multidisciplinary teams supporting CVN Readiness Operations Centers (ROC), Integrated Project Teams (IPTs), Maintenance Support Centers (MSC), and Fleet stakeholders.
Provide expert financial program oversight and contract cost management for Navy contracts.
Lead budgeting, forecasting, variance analysis, billing, and internal/customer financial reporting across the full contract lifecycle.
Manage contract setup within accounting systems, oversee time-entry controls, and track subcontractor financial performance.
Conduct cost-benefit analyses, evaluate program tradeoffs, and develop alternative funding strategies to optimize readiness outcomes.
Review budget submissions for completeness, accuracy, and compliance with applicable regulations and policies.
Research economic trends and develop fiscal management policies to support sustained program execution.
Ensure alignment of readiness reporting processes and systems to support capabilities-based readiness assessments across PESTO-N domains.
Oversee data integration, analytics, and governance supporting real-time visibility of mission capability and CVN readiness.
Monitor performance metrics, measures of effectiveness (MOE), and measures of performance (MOP) to ensure readiness objectives are achieved.
Provide accurate, data-driven recommendations to government leadership regarding resourcing, risk mitigation, and readiness improvements.
Act as the primary interface with CNAF leadership, TYCOM staff, NAVSEA, RMCs, shipyards, and other government stakeholders.
Support Carrier Readiness Calls (CRC) and readiness assessments by ensuring accurate data, unified messaging, and effective coordination.
Facilitate communication between ship’s force, maintenance activities, logistics organizations, and engineering authorities.
Ensure timely escalation and resolution of technical, schedule, or readiness issues impacting CVN mission capability.
Provide direct supervision and leadership to program staff, functional leads, and subcontractors across multiple geographic locations.
Ensure staffing levels, skill mixes, and training align with task order requirements and evolving Fleet priorities.
Support knowledge management, SharePoint administration, document control, and program reporting requirements.
May conduct or oversee training related to budgetary procedures, program controls, or revised financial and management processes.
Minimum of fifteen (15) years of total professional experience.
At least three (3) years of recent supervisory experience within the last five (5) years.
