General Utility Maintenance Supervisor; Water Distribution

Overview

The City of Norfolk's Department of Utilities is seeking qualified candidates for the position of General Utility Maintenance Supervisor. This person oversees the maintenance and repair of water systems, the installation and maintenance of fire hydrants, water meters, valves, water pipelines, and meter replacement program.

• Lead and supervise multiple crews, including planning and coordination of work and monitoring work orders for completion.
• Oversee yard operations and coordinate vehicles with City Garage.
• Review and approve timesheets and leave requests in Peoplesoft, oversee and complete performance reviews, and daily work assignments.
• Be responsible for the valve maintenance program and main break counts.
• Supervise employees, handle personnel matters, schedule and assign daily work, direct and coordinate divisional personnel, determine materials and equipment to efficiently complete projects in the most economical manner, and generate productivity and work completion reports.
• Review projects to ensure they meet or exceed customer expectations and OSHA standards by performing field visits and evaluating feedback from customers, contractors, and project reports.
• Collaborate with contractors, customers, and other divisions and municipalities to serve customers and resolve complaints; coordinate repairs and interface with customers for installation and repair of pumps, motors, meters, valves, hydrants, and the SCADA system.
• Document and summarize daily work performed by field personnel and meter-reading contractors; promote safety by training personnel on safety precautions and compiling accident reports monthly.
• Compile and submit data for invoicing the City of Virginia Beach monthly for water charges.
• Ensure subordinates receive necessary training to support a safe and effective work environment; offer development opportunities and course material on safety, electronics, pump repairs, pipe installation, employee supervision, customer relations, and computer applications as needed; conduct employee performance reviews; monitor performance and address issues, initiating disciplinary action as needed.
• Research options and make recommendations regarding equipment repair and purchase; supervise divisional equipment maintenance and repair; review budget and authorize requisitions for replacement parts, materials, and supplies.

Work requires knowledge of a specific vocational, administrative, or technical nature. Knowledge is generally obtained through advanced study beyond high school, such as junior college, vocational, business, technical, correspondence schools.

More than seven years of experience in repair/maintenance of system components, equipment and machinery; three years in supervision.

• OSHA/VDOT specific safety training
• Valid driver’s license
• Additional job-specific training and certification may be required within six months of employment.

Work Hours: Monday - Friday; 7:00 a.m.

- 3:30 p.m.

Work Locations: Utilities Combined Operations Center, 1316 Ballentine Boulevard, Norfolk

This position is roughly 85% administrative and 15% field work.

This position is designated as an Essential position which means you may be required to work extended, rotating, after hours, nights and/or weekends in response to emergencies and severe weather.
