Summary:
U.S. Marine Management, LLC (USMMI) is providing support to the U.S. Army Pre-Positioned Stock Four (APS-4) Watercraft/Modular Causeway System (MCS) Care of Supplies in Storage (COSIS), Exercise and Maintenance program located at the Watercraft Equipment Base - Yokohama North Dock (WEB-YND) in Yokohama, Japan, in order to support Military and Humanitarian actions worldwide.
Key Responsibilities:- Responsible to the General Manager to direct, coordinate and monitor, on a daily basis, GFE/MHE maintenance team members, ensuring performance and compliance with safety, environmental requirements, identified fault repair schedules and adhere to projected costs as outlined by the General Manager
- Oversee and direct daily maintenance activities for USMMI COSIS managed ground support equipment to include generators, compressors, cranes, forklifts, tele-handlers, container handlers, dockside reelers, pressure washers, light sets, non-tactical vehicles, oil boom trailers, other trailers, and all other equipment that is assigned and maintained by USMMI in support of APS-4 COSIS operations
- Required to perform and execute crew/organizational level maintenance and ensure PMCS checks and services are being conducted in accordance with Technical Manuals (TMs), Technical Bulletins (TBs) and manufacturer recommended intervals.
- Required to troubleshoot and identify faults on ground support equipment requiring support from LRC-H and execute work request documentation for identified maintenance support.
- Responsible to execute Quality Control reviews of maintenance activities performed by LRC-H and external vendors for unplanned and planned maintenance requirements for tasks Over and Above COSIS for APS-4 U.S. Army ground support equipment.
- Responsible for executing dispatching of ground support equipment on a daily basis for COSIS Operations in accordance with Army Regulations (ARs), Department of Defense (DoD) Regulations and utilize Global Combat Support System - Army (GCSS - Army) to manage the same.
- Responsible to oversee and provide guidance on all load test requirements for MHE to include 40 - 80 Ton Cranes, Kalmar RT240 rough terrain container handlers and all forklifts and ensure tests are conducted IAW U.S. Army TMs, TBs, ARs and Code of Federal Regulations (CFRs).
- Will work with COSIS Team personnel to ensure proper ground support equipment training and licensing of all on site personnel to ensure safe and efficient operation of all equipment in support of COSIS Operations.
- Advise the General Manager of the status of GFE/MHE work orders in progress, material availability and any potential problems and recommend corrective action measures to ensure that personnel, equipment, material and services are provided as needed.
- Provide status on GFE/MHE maintenance schedules, cost adherence, required records and data associated with the execution of the maintenance performed on all ground support equipment.
- Develop and maintain COSIS Specific ground support equipment maintenance documentation IAW Performance Work Statement requirements as directed by the General Manager.
- Perform upload of maintenance data into GCSS-Army, provide job sheets from GCSS-Army for maintenance tasks, and perform management of fault repairs in accordance with GCSS-Army, Technical Manuals (TMs), Army Regulations (ARs), Technical Bulletins (TBs) and Original Equipment Manufacturer (OEM) recommendations.
- Research and provide parts ordering documentation for ordering through Global Combat Support System - Army (GCSS - Army) and Local Purchasing from vendors.
- Provides oversight and management for the GFE Technician in the execution of all GFE/MHE scheduled and unscheduled maintenance requirements.
- Ensure the Tool Room Custodian conducts 100% of the inventories of all GFE/Contractor Acquired Property (CAP) that are assigned to the USMMI COSIS Team.
- Coordinate with the Senoir Supply Specialist for storage of all Test, Measurement, and Diagnostic Equipment (TMDE) identified for the vessels and equipment and that which is on the master calibration list. Ensure that all TMDE items are secured properly within the Tool Room and I.A.W. U.S Army Regulations.
- Ensure the Tool Room Custodian executes proper key control and accountability.
- Develop, maintain, and implement changes as required to the Standard Operating Procedures (SOP) for the Custodian Tool Room outlining TMDE, GFE, MHE, Dispatch and Key Control procedures to be included in the Supply Management Plan.
- Responsible for tasks as requested and when requested by the General Manager and Maintenance Supervisor, in support of COSIS operations that may be outside of normal daily requirements.
