Program Analyst; Fleet Individual Training Security Clearance
You will determine individual training programs and requirements for existing and new capabilities, including measuring mission impacts of non-traditional training and training innovation.
You will prioritize fleet demand with Individual training enterprise via Quarterly Demand Planning (QDP), Goaling letters, and tracking/reallocating training quotas.
You will define performance deficiencies and problem areas through comprehensive analysis of numerous functional training venues, represent problem areas and recommend solutions to senior personnel.
You will prioritize and integrate individual training requirements for insertion into the programming process, interpret, coordinate and implement proposed POM requirements and innovations with other staff directorates, and high level authorities.
You will coordinate with PACFLT, TYCOMs, Direct Reports, OPNAV and NETC to analyze mission impacts due to changes in Fleet individual training requirements.
You will work with stakeholders to broker, staff, and prioritize manpower or training POM issues related to individual training domain.
You will articulate Fleet priorities with OPNAV N8 and N9. Serve as primary liaison with OPNAV Resource Sponsors and Program Manager. Requirements Conditions of employment

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing planning, programming, and budgeting systems and processes, including demonstrated familiarity with the Program Objective Memorandum process, Naval Training Systems Plans, and other processes required to identify, develop, and validate resources and costs associated with future individual training requirements.
Experience analyzing complex (i.e., Fleet‑wide, ranging across warfare domains and Navy mission areas) program changes and future program requirements, for the purpose of developing individual training requirements and programming issues, long‑term plans, and recommended alternative actions.
Experience applying qualitative and quantitative management principles and techniques to develop models for systems performance, effectiveness, and optimization.
Experience preparing project papers, senior management level briefings, and presentations on issues that impact DoN transformation efforts, and Manpower, Personnel, Training, and Education matters.
