The City of Norfolk’s Department of Human Services (NDHS) provides a wide range of essential services to its citizens. These services are crucial in supporting the wellbeing of the community and ensuring that all citizens have access to the resources they need. NDHS is committed to providing such comprehensive support to its citizens.

The NDHS is seeking a Family Services Supervisor for its Child Protective Services unit. The successful candidate will plan, monitor, evaluate and supervise the daily activities of Family Services staff and oversee the Child Protective Services/In-Home and Family Support units.

Ideal Candidate Qualifications
  • Extensive knowledge of Child Protective Services, and/or Foster Care and Adoption policies and procedures.
  • Excellent verbal and written communication skills; demonstrate basic computer skills including data entry, use of electronic databases as well as Microsoft Word and Microsoft Outlook.
  • Excellent interdepartmental collaboration and team building techniques and experience.

Department Hiring Salary Range: $62,732-$71,987

  • Supervises the daily work of personnel by planning, evaluating, and supervising daily activities and progress, providing consultation and training new personnel assigned to the unit.
  • Monitors service delivery by ensuring case and personnel compliance and progress and reviewing court plans.
  • Participates in the development of program guidelines by serving on various committees and teams and developing, implementing and monitoring programs.
  • Assigns casework to staff and monitors case activities by reviewing referrals, scanning databases for relevant data, maintaining records of case management, reviewing progress, discussing case activities and preparing written summaries of the case content.
  • Performs related duties by providing information and referrals, reviewing and editing reports and representing the program at meetings and functions.
  • Assist in recruiting, hiring and retaining qualified staff members.
  • As a member of the CPS leadership team, one will take part in regional and state meetings.
  • Completes special assignments often under short time frames.
  • Assist agency in reviewing performance of key child welfare client outcomes to include child safety outcomes, permanency outcomes, and child and family well-being.
  • Conducts quarterly, semi-annual and annual employee performance reviews.
  • Establish relationships with internal and external stakeholders to achieve program goals and improve the lives of children and families.
  • Requires the ability to work collaboratively with community-based agencies, Community Services Board, Norfolk Police Department, Juvenile & Domestic Relations Court, and Norfolk Interagency Consortium.

Minimum of a Bachelor's degree in a Human Services field or minimum of a Bachelor's degree in any field and minimum of two years of appropriate and related experience in a Human Services area (Section 22

VAC
40-670-20 of the Administrative Code of Virginia). Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.

Four (4) years' experience in social work/human services. Supervisory experience or work experience in a leadership role.

  • Valid Driver's License may be required depending on assignment.
  • Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for new hires.

Working Hours: Monday through Friday 8:30 - 5:00 p.m., rotating on-call weeknights and weekends.
