The Assistant Manager of Bus Transportation will assist with the planning, organization and supervision of transportation operations. Assists with the supervision of personnel and ensures that scheduled services operate efficiently.

Essential Job Functions:

  • Responsible for the weekly scheduling for Transportation Supervisors; ensures requested days off are addressed in a timely manner; ensures vacations are addressed in a timely manner and proper coverage is present to accept any day off request.
  • Responsible for oversight of operator files.
  • Responsible for ensuring that all attendance matters are addressed in a timely manner and in compliance with the labor contract; call log updated properly and timely; union representatives received all necessary correspondence properly and in a timely manner.
  • Responsible for correctly administering random and alcohol screening in coordination with the Chief Dispatcher.
  • Responsible for all operator communications up to and including alerts, texts, bulletin board and sign for documents.
  • Assist Sr. Manager of Bus Transportation in day-to-day operations. Keeps Sr. Manager of Bus Transportation informed of any problems through effective communication.
  • Coordinates all FMLA related matters with Human Resources and the Chief Dispatcher. Ensures that operations are in compliance with all rules and regulations.
  • Assists in the responsibility for ensuring employees in their respective functional areas have adequately trained and have the tools necessary to meet the requirements of the EMS procedures and SOPs.
  • Assists with the year-round coordination of line service for all routes.
  • Assists the Manager with the scheduling and supervision of any “special service” and convention requests.
  • Maintains effective labor relations with labor representatives; administers labor contract as prescribed.
  • Maintains knowledge of labor contract provisions and ensures compliance with such provisions relative to work assignments, schedules, discipline, wages, etc.; provides input for contract negotiations; maintains good labor relations within department. Ensures compliance with all applicable policies, rules, regulations and laws including union contract provisions.
  • Assist the training department with personnel as needed.
  • Assist in ensuring that all AM and PM work is filled and there is no open work that hasn’t been covered and/or addressed prior to the closing of that particular shift.
  • Assist with the development and enforcement of new safety procedures.
  • Assist in the evaluation and discipline of employees.
  • Directly supervise attendance operations of the facility. Administer employee disciplinary procedures as they relate to attendance. Interacts with labor union representatives to administer working agreement and enhance employer/union relations.
  • Analyzes transportation records and recommends programs to improve services.
  • Recommends the hiring, transferring and termination of employees.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
  • Responsible for maintaining a general awareness of HRT’s EMS.
  • Responsible for handling all related job responsibilities in accordance to HRT’s Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan.
  • Responsible for ensuring employees in their respective functional areas have adequate training and tools necessary to meet the requirements of the EMS procedures and SOPs.
  • Responsible for observing and evaluating required EMS competencies among employees in their respective functional areas.
  • Performs other duties as assigned.

Required Knowledge, Abilities and Skills essential to Job Functions:

Comprehensive knowledge of labor agreement. Comprehensive knowledge of the principles and practices of transportation operations. Comprehensive knowledge and the ability to dispatch (RCC or Window dispatch) and provide street supervision if needed. Knowledge of the payroll process and be able to approve if needed.
