Branch Head For Fleet Shore Readiness

You will serve as the Branch Head for Fleet Shore Readiness.

You will develop and implement strategic planning products for USFF's shore portfolio, ensuring alignment with Fleet operational requirements and strategic guidance.

You will support the Maritime Operations Center (MOC), providing critical shore expertise during exercises and real-world contingency operations.

You will represent the command and coordinate directly with counterparts at other high-level commands to integrate plans and resolve complex issues.

You will serve as a senior subject matter expert, providing authoritative analysis and recommendations to senior leadership (Flag/SES level) on shore issues.

You will serve as the program lead for Mission Assurance (MA) and Defense Critical Infrastructure (DCI), establishing risk-mitigation frameworks and ensuring the operational resilience of critical shore assets.

You will assign work, establish work plan priorities, and set deadlines for Branch personnel.

You will develop performance standards for Branch personnel.

You will ensure that adequate time is permitted for personnel to carry out assigned EEO duties.

You will assess and prioritize investments for Military Construction (MILCON);
Facilities Sustainment, Restoration and Modernization (FSRM); and Base Operating Support (BOS).

• You will be required to obtain and maintain a current valid United States driver's license.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to obtain and maintain a U.S. Passport.

Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience leading a team in the analysis, assessment, and strategic planning of shore requirements to support military operations. This includes developing long-range investment strategies, assessing existing shore capabilities, and aligning portfolio plans with force structure and strategic laydown.
• Experience managing a portfolio of major shore investments (e.g., MILCON, SRM, BOS) by creating or using data-analytics and risk assessments to prioritize resources and inform investment decisions.
• Experience defending and advocating resource requirements and investment strategies mitigate operational risk for shore readiness initiatives at the enterprise level.
• Experience providing subject matter expertise and communicating risk-based recommendations to senior executive leaders (military Flag Officer, Senior Executive Service, or equivalent) on complex, sensitive, or controversial shore issues.
• Experience providing direct supervisory duties such as assigning work, developing performance standards, and managing a multi-disciplinary team of technical or program management professionals.
