Contractor Support to Counter-Uncrewed Systems and Counter-Improvised Explosive Devices (C-UXS/C-IED)

The Contractor Support to Counter-Uncrewed Systems and Counter-Improvised Explosive Devices (C-UXS/C-IED) provides support to the development of C-UXS/C-IED capability products in accordance with NATO's governance model for delivering common-funded capabilities across the DOTMLPFI lines of development, working under the guidance of the ACT Joint Effects Capabilities Program Director/Section Head, the Counter-Threat and Force Protection Project Coordinator, and the JE Integrator/Architect. This role supports program management efforts, including interaction with C-UXS/C-IED stakeholders from strategic to tactical levels, and contributes to related projects such as the ACT Layered C-UAS Initiative-X/LCI-X Beacon Project, while supporting the elicitation, capture, analysis, and traceability of capability requirements and higher/lower-level requirements across all aspects of DOTMLPFI.

The incumbent supports the development and review of C-UXS/C-IED doctrinal products, coordinates DOTMLPFI development and implementation synchronization, and recommends courses of action to resolve capability development issues, while organizing and participating in workshops, conferences, and meetings, and collaborating with national and international military and civilian organizations, centers of excellence, and academia. Additionally, this individual administers program status information in ACT's warfare development information-sharing environment, supports interaction with NATO Agencies on capability validation, identifies lessons and best practices, and supports Program Director and Project Coordinator travel to meetings and conferences up to 40 days per year;

qualifying candidates hold a master's degree (or bachelor's with 5 years of relevant experience) in engineering, information systems, project management, or a related field, bring demonstrated experience briefing senior leaders, at least 5 years of operational C-UXS/C-IED experience at the tactical, operational, or strategic level, and program management experience within complex, multinational, or NATO command/force structure environments.

• Provision of support to the development of Counter-Uncrewed Systems and Counter-Improvised Explosive Devices (C-UXS/C-IED) related capability products in accordance with the NATO governance model for the delivery of common funded capabilities across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Interoperability (DOTMLPFI) lines of development in a through life cycle approach, based on the guidance of the ACT Joint Effects (JE) Capabilities Program Director/Section Head;
  
  the Counter-Threat and Force Protection (CT/FP, including C-UXS/C-IED) Project Coordinator and the JE Integrator/Architect;
• Support the ACT JE Capabilities Program Director for CT/FP and the CT/FP Project Coordinator in their program management efforts, including the interaction with C-UXS/C-1ED stakeholders at all levels, from strategic to tactical;
• Support C-UXS/C-IED- related projects (e.g. ACT Layered C-UAS Initiative-X /LCI-X Beacon Project) as required by JE Capabilities Program Director and the COTR.
• Support the elicitation, capture, development, analysis, evaluation and traceability of capability requirements.
• Support the elicitation, capture, development, analysis, evaluation and traceability of higher and lower-level requirements (such as capability targets, operational requirements, system specifications, interoperability requirements, etc.) across all aspects of DOTMLPFI.
• Support the development, analysis and review of C-UXS/C-IED related doctrinal corpus (e.g. policies, doctrines, directives concepts of operation/employment, courses of action and alternatives).
• Coordinate DOTMLPFI development and implementation synchronization; support the development of recommended courses of action to resolve issues relating capability development, across the capabilities life cycles.
