Position: Assistant Test & Evaluation (T&E) Specialist

Position Overview

Dynamo has a need for an Assistant Test & Evaluation (T&E) Specialist that would be considered an Engineering Technician in the Aviation, Surface, or C5

ISR T&E field. This individual will perform and provide technical, analytical, administrative, and material support for the USCG Team at OPTEVFOR in either the Assistant Surface, Aviation, or C5

ISR T&E specialties as requested by the COR.

Service T&E Support Engineering Team provides independent OT&E that takes place on Aviation, Surface, Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance Reconnaissance (C5

ISR), and Information Technology (IT) systems as directed by the Director, Department of Homeland Security, Office of Test and Evaluation (DHS DOT&E) to support major USCG acquisition programs.

Testing may include Developmental Testing (DT) Assistance, Combined DT/Operational Testing (OT), Early Operational Assessment (EOA), Operational Assessment (OA), Initial Operational Test and Evaluation (IOT&E), Follow‑on Operational Test and Evaluation (FOT&E) test phases, and Verification of Correction of Deficiencies (VCD). In addition to the Cyber‑resiliency OT included in the aforementioned testing, cyber‑resilient specific events may include Cyber Tabletop (CTT) exercises and Cooperative Vulnerability and Penetration Assessment (CVPA).

Production of documentation to support OT&E may include development of Integrated Evaluation Frameworks (IEF), Test & Evaluation Master Plan (TEMP) input, Test Plans, Letters of Observation (LOO), and Final Reports.

The overarching objective is to support the technical, analytical, administrative, and material support for the U. S. Coast Guard (USCG) Program Sponsor (CG‑7) and USCG Detachment embedded with Commander, Operational Test and Evaluation Force (OPTEVFOR). This order executes Operational Test Authority (OTA), also known as Independent Test Agent (ITA) support services.

The Contractor shall complete OT&E work tasks as directed by the responsible program OTD, which may be issued for the following domains:
Air, Surface, C5

ISR, and Information Technology Systems. Work tasks may be issued in the following general areas:
Documentation Review, Test Planning Support, Test Operations Support, Test Analysis and Reporting.

Duties / Responsibilities
  • Documentation Review: Review project documentation such as CONOPS, MNS, CDP, AoA, ORD, ILSP, TEMP, CDD, CPD, training plan, manning documents, DT test plans, DT test reports, training manuals, operator manuals, maintenance manuals, OT&E budget recommendations, and provide comments for accuracy and testability. Comments are provided in draft letters, presentations, and spreadsheets.
  • Test Planning Support: Draft COIs to establish testable capabilities for inclusion in requirement documentation and TEMP. Conduct background research and provide analytical support and recommendations to the OTD for the development of IEF, OT test plans, data collection plans, objectives, procedures, and analysis. Draft test matrices and procedures, provide recommendations for data reduction/reconstruction requirements and identify facilities to provide this processing.
  • Test Operations Support: Attend events as directed by the OTD to support the tasks outlined in this Statement of Work, brief test participants, emphasize objectives, collect test data, and produce technical reports.
  • Test Analysis and Reporting: Perform data collection, processing, reduction, and preliminary analysis to ensure data validity. Correlate data using statistical techniques as called out in each test plan to analyze operational effectiveness and suitability. Provide follow‑up assistance on test reports and briefs.
Required Skills / Abilities
  • Successfully completed a full four‑year Science, Technology, Engineering, or Mathematics curriculum leading to a bachelor’s or higher degree and at least 5 years of USCG, DHS, DoN, or DoD Operational experience in Aviation, Surface, C5

    ISR, or as part of the CG‑9, USCG, DHS, DoN, or DoD Headquarters staff, OR at least ten (10) years of USCG operational experience in Aviation, Surface, or C5

    ISR relevant fields.
