Position: Operations Planner (Military Operations Analyst 3) - 29335

Role Summary

Mission Technologies division of Huntington Ingalls Industries is seeking an Event Lead / Operations Planner to support the Maritime Operations Center – Training and Exercise Team (MOC‑TET) at the Navy Warfare Development Center (NWDC) on Norfolk Naval Station. The role will plan, design and execute Fleet Synthetic Training (FST‑O) events and provide support for on‑site and distributed training events across Norfolk, VA.

The position requires strong communication skills, flexibility for non‑standard hours, and an active Security Clearance.

What You Will Do
  • Coordinate with MOC TET on‑site staff to provide tasks, briefs, planning products and point papers supporting MOC training objectives.
  • Prepare reports, staff actions, point papers, talking points and other staff products for event planning with Navy and Joint planners, including Joint EXCON coordination cells, Combatant Commands and Joint Staff J7.
  • Assist Navy Exercise planners and Exercise Control with maritime issues.
  • Research and maintain up‑to‑date knowledge of joint capabilities.
  • Act as Navy Chief Controller, Modeling and Simulation Operations lead, or forward MOC EST LNO during event operational testing and execution.
  • Recommend and develop synthetic augmentation for live training exercises.
  • Develop exercise documents including manning documents, messages and orders, exercise directives and game books.
  • Execute synthetic war‑gaming for OLW synthetic events/exercises as required.
  • Provide lessons learned to MOC TET leadership and incorporate changes into future exercises.
  • Offer expert support on strategic and operational joint, coalition and service doctrine.
  • Maintain awareness of current U.S. and foreign military capabilities, trends, tactics, and Navy doctrine.
  • Use Confluence and Jira tools on the Navy Continuous Training Environment (NCTE) network to share event schedules and documents.
  • Identify, document, report, and track issues to resolution while keeping stakeholders informed of status.
What You Must Have
  • 5 years relevant experience with a Bachelor’s in a related field; 3 years relevant experience with a Master’s; 0 years with a PhD or Juris Doctor; or a high school diploma and 9 years relevant experience.
  • Years of experience with naval operations.
  • Years of modeling and simulation experience with Optimized Littoral Warfare exercises / Fleet Synthetic Training or equivalent M&S experience, including Master Scenario Event List scripting.
  • Active Security Clearance.
  • U.S. Citizen.
  • Strong written and verbal communication skills across all organizational levels.
Bonus Points for Having
  • Project Management Professional (PMP) certification.
  • Experience with operational level Joint Live Virtual Constructive (JLVC) supported FST events.
  • Experience in Navy Fleet Synthetic Training programs, experimentation and war‑game operation and management.
  • Experience with Joint Exercise Life Cycle (JELC) processes, timelines, and products.
  • Experience with Joint Semi‑Automated Forces (JSAF) simulation and/or other High Level Architecture / Distributed Interactive Simulation (HLA/DIS) modeling tools.
Physical Requirements

May require working in an office, industrial, shipboard or laboratory environment; climbing ladders; tolerating confined spaces and extreme temperature variations.
