Assistant Test & Evaluation (T&E) Specialist

Dynamo has a need for an Assistant Test & Evaluation (T&E) Specialist who will be considered an Engineering Technician in the Aviation, Surface, or C5

ISR T&E field. The candidate will perform technical, analytical, administrative, and material support for the USCG Team at OPTEVFOR in the requested specialty.

Overview

The Service T&E Support Engineering Team provides independent Operational Test & Evaluation (OT&E) for Aviation, Surface, Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance Reconnaissance (C5

ISR), and Information Technology (IT) systems as directed by the DHS Director of Test and Evaluation. Testing includes Developmental Testing, Combined DT/OT, Early Operational Assessment, Operational Assessment, Initial OT&E, Follow‑on OT&E, and Verification of Correction of Deficiencies. Cyber resilient testing may include Cyber Tabletop exercises and Cooperative Vulnerability and Penetration Assessment.

The role supports the U.S. Coast Guard Program Sponsor and the U.SCG Detachment embedded with OPTEVFOR as an Independent Test Agent. Responsibilities include operational testing support, modeling and simulation testing, documentation review, and acquisition‑related task support.

Responsibilities
  • Documentation Review – review and comment on project documentation such as CONOPS, MNS, CDP, AoA, ORD, ILSP, TEMP, CDD, CPD, training plans, manning documents, test plans, reports, and manuals. Provide comments via letters, presentations, and spreadsheets.
  • Test Planning Support – draft Critical Operational Issues (COIs), develop Integrated Evaluation Frameworks (IEF), OT test plans, data collection plans, and procedures. Assist with drafting portions of the TEMP, test matrices, and recommend data reduction requirements.
  • Test Operations Support – attend events, brief test participants, collect test data, and produce technical reports.
  • Test Analysis and Reporting – collect, process, reduce, and preliminarily analyze data; correlate data using statistical techniques; provide follow‑up assistance on reports and briefs.
Required

Skills and Abilities
  • Completion of a full four‑year STEM curriculum leading to a bachelor’s or higher degree and at least 5 years of USCG, DHS, DoN, or DoD Operational experience in Aviation, Surface, C5

    ISR, or equivalent; OR at least 10 years of relevant operational experience.
  • Eligible to obtain a DoD or DHS Certified Acquisition Professional certificate for Test & Evaluation Manager Level I.
  • Minimum 3 years of experience developing test plans and final reports for USCG, DHS, DoN, or DoD Level 1 acquisitions.
  • U.S. citizenship with an active DoD Secret clearance.
  • Strong project management, communication, change management, planning, and prioritization skills.
  • Interpersonal and leadership abilities to build relationships with internal stakeholders.
  • Adaptability and willingness to take on additional tasks as needed.
Nice to Have Skills
  • Excellent documentation skills and ability to recommend best practices, process improvements, and required changes.
  • Exceptional organization, meeting production deadlines, and self‑direction.
Education and Experience
  • At least 5 years of USCG, DHS, DoN, or DoD operational experience in Aviation, Surface, C5

    ISR, or as part of CG‑9, USCG, DHS, DoN, or DoD headquarters staff.
Travel Requirement
  • Contractors may be required to travel 2‑3 times per year to locations such as USCG Headquarters, Aviation Logistic Center, Aviation Training Center, USCG Air Stations, USCG Sectors, USCG Cutters, NAVAIR, etc.
Clearance Requirement
  • Secret
Salary Range

75,000 to 90,000 annually
