Joint & Multi-Domain C2 Specialist (NATO ACT)

Location: Norfolk, VA (HQ SACT) with limited travel to NATO nations

Contract: VANGARD, IFIB-ACT-SACT-26-01 (Deliverables-based), base year 2026 with option years through 2030

Support NATO’s transformation by advancing joint & multi-domain C2
—including integration with non-military instruments of power—through requirements definition, concepts and experimentation, and interoperability verification that enables commanders to plan, task, execute, and assess operations across domains.

• Lead or contribute to C2 requirements, CONOPS, and experimentation
  ; map dependencies and verify interoperability across Allies, Partners, and NATO bodies (e.g., ACO, NCI Agency).
• Produce VANGARD deliverables such as Concept Development
  , Capability Development
  , and Technical Trials reports and artifacts under Task Orders.
• Collaborate with multinational stakeholders to design/evaluate experiments and trials; prepare executive-level briefings and documentation.

We are hiring Senior, Expert, and Junior performers. Performance levels align to Annex E:

• Senior: Drives on-time, high-quality products; synthesizes multi-source analysis; engages senior staff (typically MSc/MA+).
• Expert: Leads complex, multinational trials/experiments; designs experiments; sets quality controls and coordinates stakeholders (MSc/MA+).
• Junior: Supports studies, data collection/analysis, and drafting; delivers evidence-based results (BSc/BA+).

• Citizenship: Must be a citizen of a NATO member nation

• Language: English proficiency at STANAG 6001 SLP 3333 (Listening/Speaking/Reading/Writing) or equivalent.
• Clearance:
  Active NATO or National SECRET (or higher); on-site access requires minimum final SECRET.
• Passport:
  Valid NATO-nation passport with no travel restrictions to NATO nations.

• Experience integrating non-military instruments of power with C2 constructs; familiarity with JADO/MDO and interoperability standards.
• Hands‑on work on concepts, capability development, or technical trials within NATO, national defence, Big-4/strategy houses, or large enterprise environments.

You’ll contribute to NATO’s Warfighting Capstone and Warfare Development priorities through timely, high-quality deliverables integrated with HQ SACT’s workforce—VANGARD’s “just‑in‑time” model.

• Type: Full-time, contingent on award;
  Firm-Fixed-Price deliverables under Task Orders.
• Work location: Primarily off-site;
  on-site at HQ SACT for key meetings and presentations.
• Travel: Occasional to NATO nations.
