About this position:

Incumbent serves as Chief, Regulatory Division with full responsibility for administering and enforcing the U. S. Army Corps of Engineers Regulatory Program in the Norfolk District. The program is directed toward improving and enhancing the physical, biological and chemical integrity of the nation's water resources and ensuring that regulated activities in these waters are not contrary to the public interest, considering environmental, social and economic concerns.

This announcement uses the DHA for Certain Personnel of the DoD Workforce direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience;

• Degree:
  Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

  Education and Experience:
  
  Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

• Degree:
  Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

• Combination of
  
  Education and Experience:
  
  Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Specialized

Experience:

One year of specialized experience which includes:
Managing, directing, or executing a comprehensive environmental regulatory program administering federal statutes governing water resources ; AND/OR monitoring of complex permits for work or structures in waters of the United States and adjacent wetlands; AND/OR Exercising managerial or supervisory oversight involving program execution, budget formulation and fiscal tracking, long-range manpower and workload planning; AND/OR Providing consultation and policy guidance to senior leadership, legal counsel, and external stakeholders on highly complex, controversial, or sensitive environmental, aquatic resource, or navigation-related actions.

This definition of specialized experience is typical of work performed at the next lower grade/level position of the federal service (GS-13).
