Position Overview
The Senior Logistic Management Specialist (GS-13) provides senior-level logistics leadership and subject matter expertise in support of aircraft carrier readiness, sustainment, modernization, and lifecycle management for Commander, Naval Air Forces (CNAF). This role directly supports the CVN Readiness Operations Center (ROC) and CNAF readiness objectives by integrating logistics, maintenance, supply, configuration, and data-driven readiness reporting across all phases of the Optimized Fleet Response Plan (OFRP).
The Specialist serves as a principal advisor on logistics readiness, Integrated Logistics Support (ILS), configuration data management, maintenance planning, and supply chain coordination to ensure aircraft carriers remain mission capable, fully resourced, and deployable.
Key ResponsibilitiesLogistics Readiness & Operations
Lead logistics readiness analysis supporting CVN mission capability, supply readiness, and sustainment planning.
Integrate logistics resource metrics (personnel, supply, maintenance, training, ordnance) into readiness assessments and reporting.
Support ROC readiness assessments, Carrier Readiness Calls (CRC), and senior leadership decision-making through accurate logistics data and analysis.
Integrated Logistics Support (ILS)
Provide senior-level ILS expertise across shipboard systems, aviation support equipment, and modernization efforts.
Oversee logistics documentation, configuration validation, allowance management, provisioning, and spare parts identification.
Support ILS assessments, shipboard validations, and reconciliation of logistics data with installed configurations.
Maintenance & Material Management
Support lifecycle maintenance planning, availability work packages (AWP), and Life Cycle Maintenance Plans (LCMP).
Analyze maintenance history, CASREPs, failure trends, obsolescence risks, and material readiness impacts.
Coordinate logistics support for depot, intermediate, and organizational-level repair execution.
Configuration & Data Management
Provide oversight and guidance for Logistics Configuration Data Management (CDM) activities.
Ensure logistics data accuracy within Navy logistics and maintenance databases (e.g., CDM, OMMS-NG, NTCSS).
Support Ship Change Document (SCD) and Ship Alteration (S/A) logistics requirements, certification, and database integration.
Modernization & Availability Support
Support modernization planning and execution by ensuring logistics readiness for new and modified systems.
Coordinate logistics support for Alteration Installation Teams (AITs) and modernization availabilities.
Assist in tracking modernization completion metrics and capturing logistics-related lessons learned.
Training & Knowledge Management
Support development and delivery of logistics and ILS training for shipboard personnel.
Provide logistics technical assistance during assessments, training visits, and readiness inspections.
Support knowledge management, SharePoint document control, and logistics reporting tools.
Experience:
Minimum 15 years of experience in the operation, maintenance, and supply of U.S. Naval ship systems or equipment
Minimum 5 years of logistics management experience onboard U.S. Naval aircraft carriers
Expertise:
Comprehensive understanding of maintenance management and logistics management processes and their impact on ship readiness
Extensive knowledge of ILS, supply support, maintenance planning, configuration management, and readiness reporting
Familiarity with Navy logistics systems, databases, and maintenance management tools
Leadership & Analysis:
Proven ability to lead logistics initiatives, analyze complex readiness data, and brief senior leadership
Strong coordination skills across shipboard, TYCOM, and shore-based organizations
