Job DescriptionAs a Human Resources Business Partner II with OMES you will enjoy:

- Support the Human Resources team
- Salary up to: $75,900
- Developing strategic business partner relationships by working with agency leadership in understanding and supporting their organizational needs.
- Partner with leadership to build an employee engagement strategy that strengthens agency culture and employee experience.
- Provides consultation and guidance regarding human resources transactions, policies, procedures, administrative rules, State and Federal laws, and Human Resources best practices.
- Serves as the designated HR liaison for assigned divisions, supporting core HR functions including workforce planning, employee relations, and talent acquisition.
- Oversees full-cycle recruitment efforts including job posting, screening candidates, scheduling interviews, and onboarding activities.
- Maintains HR data systems, reports, and spreadsheets to inform agency-wide and division-specific decisions.
- Advise leaders on compensation decisions and talent management to ensure internal equity and market competitiveness.
- Provides day-to-day performance management guidance to leaders (e.g., coaching, counseling, career development, disciplinary actions).
- Performs other related duties as assigned. Responsibilities may vary based on division assignments and evolving agency priorities, and may include special projects, or other duties to support organizational goals.
- This position works in a comfortable office setting with a computer for a large percentage of the workday.
- The noise level in the work environment is usually mild.
- This position requires sitting for prolonged periods of time, and the ability to lift up to 20 pounds.
- Occasional travel may be required to other sites or locations.
- Bachelor’s degree in Human Resources Management, Business Administration, or related field; and
- 3 – 4 years of professional HR experience; or
- Equivalent combination of education and experience
- SHRM or PHR certification
