Project Manager
Reporting to the Roads and Bridges ('R&B') Administrator the Project Manager ('PM') assumes direct project management responsibilities for road and bridge improvements for 131 bridges, 200 culverts and 75 miles of roadways. The ideal Project Manager possesses experience and education that can bolster the County's engineering and/or architecture expertise, enabling more informed review of projects, problems, and strategy. The Project Manager position is ultimately responsible for the facilitation and realization of County initiatives through implementation and application of best practice project management principles, including schedule, cost, change order management, procurement, reporting, and consultant manager in adherence with County, regulatory and project parameters.
Independent judgement is critical, as is the ability to assimilate guidance and direction from management, regulatory agencies and the public while maintaining organized long-term understanding and tracking of project. Thirty (30) Hour health and Safety training is a plus.
- Accept, analyze, and revise County initiative ideas and notions and accurately communicate plans for full project execution to stakeholders, incorporating County policies and procedures.
- Assimilate best project management principles and expertise with County standards to produce cohesive and clear project plans.
- Participate, bringing to bear pertinent expertise, in RFP / Bid process to secure needed consultants and contractors:
- Review RFPs, evaluate proposals, review and approve bid documents
- Track individual project schedules, creating and maintaining schedule documents through systems identified by R&B and State and local regulatory agencies:
- Understand detailed issues and considerations dictating schedule establishment and changes, able to creatively (in collaboration with, and with direction from R&B Administrator problem-solve scheduling issues.
- Work with fluency with various software platforms for scheduling, communication, and construction workflow management.
- Review project design packages, bringing to bear expertise to influence design and programming plans, closely tracking design evolution and contractor and engineering consultant work.
- Coordinate, with R&B Administrator, stakeholder reports on regular intervals regarding project status.
- Closely monitor contractor – County workflow, including design and construction decisions, change order processing, contract amendments:
- Assist R&B Administrator in analyzing contractor change requests and making recommendations to County leadership.
- Schedule stakeholder, County, contractor meetings for projects.
- Catalog project documents, including drawings, specifications, meeting minutes, design correspondence.
- Directly track construction project progress, issues, circumstances, i.e. "in the trailer" awareness.
- Assist with analysis of bridge, IT, construction, and acquisition projects that expend County capital dollars, bringing informed (i.e. engineering, architecture, planning) expertise to bear on examining project ideas.

- Flexible combination of the following:
- Bachelor's or graduate degree in engineering (mechanical, civil, electrical, e.g.), architecture, construction project management, geology or a related discipline;
- Experience directly managing large-scale public construction and/or infrastructure projects, including budget accountability (minimum five years preferred);
- Project management certification(s) (e.g. PMP Certification).
- Understanding of government operations, including financial (accounting, budget, and transparency) principles and best practices, and regulatory logistics and considerations.
- Experience with contract, contractor management and regulatory compliance with PADEP, PennDOT District 6 and DVRPC etc.
