JOB TITLE:

DIRECTOR OF PLANNING AND DEVELOPMENT PLANNING AND DEVELOPMENT DEPARTMENT GENERAL STATEMENT OF JOB

Under limited supervision, plans, controls, directs, manages and supervises the planning and development activities and programs for the City of North Augusta and is responsible for the preparation and implementation of planning and zoning programs, as well as the Code Enforcement Programs. Reports to the City Administrator.

SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS

Communicates with the public, development community, staff, state and federal departments and elected officials extensively answering questions and solving issues related to development, zoning matters, planning topics, floodplains/floodways, code enforcement issues, and related matters.

Interpret/apply zoning and development regulations of the City. Site plan reviews, subdivision developments, rezoning, variances, appeals, code enforcement complaints, etc.

Prepares and reviews staff reports, agendas and memos for the Planning Commission, Board of Zoning Appeals and City Council agendas. Attends meetings for all three boards and commissions.

Review site plans, subdivision plans, plats, rezoning, variances, appeals, planned development, sign permits, and annexation requests.

Draft language for potential amendments to the Development Code, Comprehensive Plan and City Code.

Represents the City’s interest and positions to various state and federal agencies and the general public through correspondence, attendance at meetings and public speaking at various functions.

Manage the office duties of the staff, train the Boards and Commissions (as required by state law).

Evaluates, assigns and reviews work of subordinates for accuracy; coordinates training; reviews job performance and conducts appraisals making salary recommendations as appropriate; transfers, disciplines and discharges employees.

Refers to the City Code, zoning and development standards, state and federal laws and regulations, professional reports and analysis, professional publications, etc.

Uses Microsoft Word and Excel, Arc GIS, PowerPoint, MS Explorer, Govsense, etc.

Interacts or communicates with departmental employees, developers, property owners, the general public, State and federal officials (both elected and appointed), the planning commission, City Council, etc.

Operates a vehicle and a variety of office equipment including a computer, laptop, printer, projector, telephone, cell phone, photocopier, fax machine, etc.

Uses a variety of office and clerical supplies.

ESSENTIAL SAFETY FUNCTIONS

It is the responsibility of each employee to comply with established policies, procedures and safe work practices. Each employee must follow safety training and instructions provided by their supervisor. Each employee must also properly wear and maintain all personal protective equipment required for their job. Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injury or illnesses.

Every manager/supervisor is responsible for enforcing all safety rules and regulations. In addition, they are responsible for ensuring that a safe work environment is maintained, safe work practices are followed and employees are properly trained.

ADDITIONAL JOB FUNCTIONS

Performs other related duties as required.

MINIMUM TRAINING AND EXPERIENCE

Bachelor’s degree in urban and regional planning, public administration, or related field, Master’s preferred, and six to eight years of experience in planning, two of which must have been at the supervisory level, or any equivalent combination of education and experience. AICP certification preferred but not required.
