Data Analytics and Data Lead
- Head Start

The Data Analyst IV is a subject matter expert in data analytics and data science, responsible for developing, implementing, and managing complex multi‑faceted data projects. This role leads a team of analysts and applies artificial intelligence and machine learning to improve efficiency, decision‑making, and innovation across projects, enhancing data capability and program operations.

Responsibilities
  • Leads a multidisciplinary team of analysts to conduct data management services, including data entry, data quality, and governance.
  • Oversees data infrastructure and engineering, data processing and transformation, and data product development.
  • Develops and maintains user‑informed, accessible, accurate, and secure data management processes and systems.
  • Develops and maintains the Smartsheet platform to support workflow, task tracking, and management of grant applications.
  • Ensures accurate documentation to support knowledge transfer of data projects and maintains official records of data projects.
  • Leads analysis to generate recommendations that improve the effectiveness and efficiency of data management and data analysis workflows.
  • Maintains and improves data‑driven tools, data pipelines, and automation.
  • Implements tracking processes to measure and monitor progress and delivery of grant and data management services.
  • Conceptualizes efficient processes for integrating data into tools (e.g., establishing data pipelines, leveraging APIs and data layers).
  • Identifies trends, patterns, and correlations through data analysis to provide insights into program delivery and improve customer service efficiency.
  • Oversees development of data visualizations and infographics.
  • Develops client‑ready written materials such as reports, charts, tables, and PowerPoint presentations.
  • Develops, monitors, and manages tasks and deliverables for contract compliance.
Minimum Requirements
  • Education:

    Bachelor’s Degree in Computer Science, Information Systems, Statistics, Economics, Data Science, or a related field from an accredited university or college.
  • Experience:

    10 years of relevant and progressive experience conducting complex and multi‑faceted data projects; 3 years of supervisory or team leadership experience.
  • Skills:

    Strong foundation in statistics and hands‑on experience with tools such as Excel, SQL, R, Python, ETL tools, and API development; proficiency in database design, ETL processes, data warehousing; solid knowledge of PostgreSQL, SQL Server, Oracle, and cloud platforms (AWS, Azure), Docker; experience with Git Hub and documentation on Confluence or SharePoint; strong problem‑solving, analysis, communication, teamwork, organization, time management, and clear, concise writing;

    strong analytical and critical thinking; experience reporting analytical findings, working with data layers, and conducting qualitative data analysis.
  • Language:
    English fluency (oral and written).
  • Software Proficiency:
    Microsoft Office (Excel, Outlook, PowerPoint, Power BI), Smartsheet; project management tools (Jira, Confluence, Git Hub, ); programming and statistics languages (Python, SQL, R, or other statistical packages).
  • Location:

    Remote; hybrid considered if within 50 miles of North Bethesda or San Mateo offices.
  • Security Clearance:
    Ability to pass background investigations as required for federal facilities and systems.
  • Travel:
    Up to 15 percent.
  • Physical Requirements:

    Extended computer use, vision, dexterity, communication, mobility, lifting up to 50 pounds, sensory abilities, and typical office environment exposure.
Preferred Qualifications
  • 1 year of experience in early childhood education and/or Head Start programs.
  • Experience with federal information systems such as Head Start Enterprise System (HSES) and Grant Solutions.
  • Knowledge of and experience with the Head Start program and the federal grants process within HHS.
