PSE is looking for an Infrastructure Program Manager to oversee the development of a new solar facility in Kittitas County. In this role, the Program Manager works in conjuction with Construction Management, EPC contractors, the Energy Delivery team, and will lead the project from development handoff through commercial operation date. They will need to be diligent in providing regular project status updates, KPIs, and maintain the project budgets, schedules, forecasts, and risk registers.

The Infrastructure Program Manager serves as a key representative of Puget Sound Energy with regulatory agencies, municipalities, media representatives, customers, community stakeholders, and the public. They will participate in contract preparation, reviewing and approving change orders and invoices, and review

The Program Manager will be office-based in a PSE facility (hybrid schedule) but regular overnight travel to remote job sites for monthly in-person meetings will be required. Travel is estimated to be one week per month.

This job is considered "safety sensitive" as defined in RCW 49.44.240 and is subject to pre-employment drug screening that includes screening for the presence of marijuana and marijuana metabolites.

Job Responsibilities
  • Develop and maintain integrated master schedules.
  • Identify critical path activities and recovery opportunities.
  • Monitor engineering, procurement, permitting, interconnection, and construction milestones.
  • Coordinate schedule alignment among developers, EPC contractors, utilities, and equipment suppliers.
  • Lead schedule risk assessments and mitigation planning.
  • Serve as the primary point of contact between project stakeholders and executive leadership.
  • Manage project CAPEX budgets and contingency.
  • Review EPC payment applications, invoices, and change orders.
  • Track budget commitments, expenditures, forecasts, and project cash flow.
  • Evaluate and negotiate claims, contract amendments, and commercial disputes.
  • Implement cost control and change management processes.
  • Coordinate design reviews at 30%, 60%, 90%, and IFC stages.
  • Review key engineering deliverables for compliance with project requirements.
  • Ensure compliance with applicable codes and standards.
  • Coordinate owner engineering reviews and technical due diligence.
  • Develop and maintain a project Risk Register
  • Lead risk workshops and mitigation planning.
  • Escalate critical issues and decision points to management.
  • Monitor permitting, environmental, supply chain, and construction risks.
Minimum Qualifications
  • Bachelor's degree in Electrical, Mechanical, or Civil Engineering or equivalent combination of education and experience
  • Eight years of experience managing complex major projects and project budgets.
  • Demonstrated knowledge of team management and communication techniques to bring about agreement between divergent points of view. Ability to write clear, concise and direct narrative and reports.
  • Advanced project management skills and training.
  • Demonstrated knowledge of utility operations, standards, and construction practices.
  • Demonstrated knowledge of estimating, materials, scheduling and project accounting.
  • Excellent verbal and written communication and presentation skills and techniques, with an ability to express complex technical concepts in business…
