The Code Enforcement Officer is responsible for ensuring compliance with municipal codes, ordinances, and regulations related to zoning, housing, property maintenance, and public health and safety. This role involves conducting inspections, investigating complaints, and working with property owners and the public to achieve compliance and maintain the community's standards. The officer will also assist in developing and implementing policies and procedures for code enforcement activities.
Key Responsibilities- Respond to and investigate allegations of violations of Municipal, Land Development, and Property Maintenance Codes to determine the validity of complaints and the appropriate course of action to mitigate issues.
- Schedule and perform systematic property maintenance inspections to maintain or achieve minimum property standards.
- Notify property owners of issues in writing, by phone, in person, and electronically.
- Issue notices of violation, citations, and orders to correct code violations.
- Compile documentation for and issue summons as needed for code violations.
- Monitor properties with ongoing violations to ensure timely correction.
- Perform rental registration inspections.
- Prepare and maintain accurate records and reports pertaining to abatements, court actions, daily activities, enforcement actions, and inspections.
- Assist in preparing and presenting cases for hearings or court proceedings.
- Respond to public inquiries regarding code enforcement and educate the community on municipal codes and ordinances.
- Participate in community outreach programs to promote understanding of and compliance with local codes.
- Collaborate with other municipal departments, law enforcement, and outside agencies on matters related to code enforcement.
- Assist in reviewing and updating municipal codes, ordinances, and policies related to code enforcement.
- Provide input on the development of new codes and regulations to address emerging community needs.
- Attend meetings, training sessions, and workshops as required to stay informed of current trends and best practices in code enforcement.
- Perform other duties as required or assigned by the supervisor.
- Ability to establish and maintain effective working relationships with employees, citizens, and elected officials.
- Ability to handle sensitive or stressful situations with tact and diplomacy.
- Strong communication skills, both orally and in writing, with the ability to make presentations.
- Ability to read, interpret, and explain City codes, site plans, maps, and work plans.
- Strong investigative and analytical skills with attention to detail.
- Proficiency in using computer software for report writing, record-keeping, and data management.
- High school diploma or equivalent required; an associate or bachelor’s degree in public administration, criminal justice, or a related field is preferred.
- Experience in enforcement, security, or compliance-related work, including investigating allegations, conducting research, and resolving complaints, concerns, or conflicts.
- ICC Property Maintenance and Housing Inspector Certification is required or must be obtained within 12 months after employment.
- Previous experience in code enforcement, zoning, building inspection, or a related field is highly desirable.
