VACANT POSITION ANNOUNCEMENT
ACCOUNTING TECHNICIAN IIIGeneral Definition of Work:
The primary purpose of this position is to assist the Director and the Administrator Officer I in budgetary and fiscal operations. The person in this position must be knowledgeable of Social Services programs, Local Federal, State, and County funding streams. The person in this position must be flexible to move from task to task quickly, simultaneously, and efficiently. With a high volume of work and detailed reports, the ability to prioritize is a necessity as this position is often under pressure to meet budgetary and office deadlines.
Functions/Typical Tasks
The most essential function of the Accounting Tech III position is the management of records and reports. Managing records and reports involves implementation of program objectives using existing procedures or devising new methods as necessary to operate more effectively and efficiently such as creating spreadsheets with formulas and sort tools to calculate case management dollars and units per client or to sort medical transportation data.
This position is responsible for keying billable case management services and units per client obtained from Social Workers forms (day sheets) on a monthly basis. Generate NC Tracks automatic billing claim and corresponding Medical Assistance Remittance and Status report.
This position is responsible for tracking and billing approximately $90,000 per fiscal year for Medicaid transportation expenses. This position is responsible for the completion of contracts; which includes the preparation of yearly contracts by contacting vendors for rate changes, and completing contracts for Director and Attorney’s review.
Back-up Duties / Duties on an As-Needed BasisThis position is responsible for reviewing each requisition (Purchase Orders) for accuracy and completeness, coding the requisitions with the proper code and checking to assure the availability of funds for the coded line item. After the purchase order has been returned to the agency, it is the responsibility of the Accounting Tech III to match it with invoices, code the invoices and return material(s) to the finance office for payment of invoices.
This employee works in mandatory shelter management when the agency is called upon in times of disaster relief or emergency.
Regular work hours are 8:30 a.m. to 5:00 p.m., Monday through Friday. Occasionally the worker may need to work past 5:00 p.m. to resolve a problem before leaving for the day.
Knowledge,Skills and Abilities
Must have working knowledge of the application of established bookkeeping and accounting principles and techniques to standard accounting transactions. Working knowledge of established governmental and departmental bookkeeping practices and procedures. Must be thorough and have knowledge of proper office procedures, protocol and office management techniques. Ability to effectively communicate orally and in writing. Must possess ability to use a ten‑key calculator quickly and accurately in performing all financial responsibilities.
Must be knowledgeable, effective and efficient in using computer programs, particularly when generating revenues for the agency.
Candidate must have graduated from high school and have completed basic courses in Bookkeeping or Accounting. Three years’ experience in Bookkeeping or Accounting, or clerical with a concentration in Accounting and Bookkeeping, or an equivalent combination of education and experience. Completion of a one or two‑year business course in an accredited community college or business school including or supplemented by basic courses in Bookkeeping or Accounting may be substituted for two or three years of the required experience respectively.
Physical RequirementsThis is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires stooping, crouching, reaching, walking, and lifting.
Special RequirementsPossession of an appropriate driver’s license valid in the State of North Carolina.
Starting Annual Salary$32,445.00
