Job DescriptionThis position is responsible for all budgeting/fiscal responsibilities, the processing of all invoices; completing, monitoring and assuring compliance with assistance of the director in the negotiation of various contracts; solely completing the agency budget; and the completion and submission of the DSS 1571 (agency reimbursement report filed monthly with the state). Also monitors all agency general funds and revenue accounts for unusual activity and performs budget revisions as necessary.
The primary purpose of this position is the full responsibility of accounting financial management functions of the following: 1571 preparation/analysis (which includes all DSS program operating expenses); billing; and contracts. This includes preparing budgets, budget amendments, and utilizing the State Budget Template, which must routinely be updated in order to accurately project expenses and revenue. This position also analyzes State and County financial reports to monitor revenue received/expenditures;
reviews and analyzes reports prepared by others; prepares various financial reports; interprets fiscal policy; manages all agency contracts; provides fiscal support to staff; authorizes and completes all purchases, assists with the single audit, prepares all of the paperwork for bill payments, and provides information to various outside agencies.
- Considerable knowledge of accounting and auditing principles and practices.
- Knowledge of and ability to explain, and apply the provisions of the standardized accounting practices adopted by State Government.
- Ability to interpret and analyze accounting data and apply that analysis to the departmental or institutional needs and determine compliance with pertinent guidelines, rules, regulations, and laws.
- Establish and maintain effective working relationships with representatives of related contact agencies, departmental staff, and the general public.
- Communicate effectively in oral and written form.
Graduation from a four‑year college or university with a major in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework and one year of accounting experience; or a two‑year degree in accounting from a business school or community college and three years of accounting or auditing experience; or graduation from high school and six years of experience as an accounting technician, three of which must have been at an advanced level.
We will accept a work‑against, which means we will hire an Accounting Technician 1, II, III, IV, or an Accounting Specialist I work‑against and train for the Accounting Specialist II position.
