To perform paraprofessional work in the initiation and organization, and enforcement of child support orders in the Child Support Enforcement program. An employee in this class performs administrative, technical and special investigative duties, interviewing, and modification / enforcement of orders for the Enforcement Unit of the Child Support Division. Performs paralegal functions in the composition of orders for review by the child support attorney.
Work is performed under general supervision and is evaluated on the basis of knowledge and demonstrated proficiencies, compliance with legal requirements and standards, and other performance criteria. (INTERNAL ONLY APPLICATION)
- Establishes and processes new cases in accordance with federal / state policies, guidelines and time frames.
- Maintains enforcement caseload as assigned.
- Maintains accurate and up-to-date client information on database and other records; takes necessary action and records changes when children are born, turn 18, move to another home, parents reconcile and/or other circumstances.
- Reviews, researches and takes appropriate action on information received by the Department of Social Services regarding changes in case status, names, TANF grants and URPA balances.
- Communicates with and coordinates case activity with the immediate supervisor, co-workers, judges, court personnel, attorneys, Clerk of Court, law enforcement personnel, clients and non-custodial parents.
- Consults with appropriate personnel to determine actions to be taken in difficult cases.
- Prepares court calendar notes; assists the IV-D attorney with cases.
- Completes / processes all court calendars, scheduling of appointments / hearings / dispositions, court order adjustments, support order modifications, automated work-list items, automated show cause processing list, financial events and transactions, event transactions, etc.
- Reviews referrals and case assignments for accuracy; identifies cases in delinquency status and determines appropriate action.
- Prepares court summary of cases; assists in the preparation of cases for court; prepares clients for court appearances and testimony.
- Takes in consideration clients’ needs and requests, county / state interests and priorities; advises attorneys to ensure considerations are addressed in court or through administrative processes.
- Implements income withholding as appropriate.
- Initiates show cause for contempt hearings as necessary.
- Initiates revocation / reinstatement of occupations, business or wildlife licenses, suspension / blockage of driver’s licenses and vehicle registrations, denial of passports; issues notices to credit bureaus and intercepts tax refunds as appropriate.
- Establishes property liens and insurance settlement liens.
- Enforces medical insurance coverage for children.
- Reviews financial records for accuracy; maintains payment history; negotiates payment plans and obligations with absent parents and/or their attorneys.
- Monitors collections, receipts, postings and reconciling of accounts and subaccounts to ensure proper distribution to appropriate parties.
- Assists clients in obtaining lost, forged or stolen checks issued for child support.
- Testifies in court as necessary.
- Composes and prepares court orders for filing; processes modifications to orders.
- Identifies and processes cases for closure.
- Gathers information for and prepares a variety of administrative, legal, financial and statistical forms, records and reports required by the County and/or other agencies.
- Coordinates activities with those of other divisions, departments and outside agencies as appropriate.
- Performs a variety of routine clerical duties in support of department activities, which preparing various reports and records, compiling information and data, copying and filing documents, sending and receiving faxes, processing daily mail, entering and retrieving computer data, answering the telephone, greeting and assisting visitors / clients, etc.
- Operates a variety of equipment, which includes a computer, printer, typewriter, fax machine, copier, telephone, calculator, postage machine, etc.; uses clerical and computer supplies.
