. Roxboro is situated in Person County, which is located near the Virginia border and just a short drive from Raleigh, Durham, Oxford, Greensboro, and Danville.
An employee in this class is responsible for coordinating the activities, which involve handling customer inquiries relating to utilities billings and service and ensuring accurate meter reading billing information. Work is coordinated with other departments within the City organizational structure. Special utility reports and records are often required of this position. Considerable tact, courtesy, and diplomacy are required in the frequent public contact functions, especially in complaint resolution.
Work is performed under the supervision of the Accounting Operations Supervisor and is evaluated through conferences, by review of appropriate records and reports, and the accuracy and thoroughness of assigned responsibilities.

Essential Duties and Tasks- Coordinates the customer services, meter reading, and field services tasks of the utilities’ functions.
- Coordinates the activities of the office with the water and sewer field crews.
- Processes work orders for new services and cutting services on and off.
- Answers complaints from citizens, researches problems, and renders decisions or answers to their questions; determines customers' eligibility for payment extensions and negotiates payment terms with customers; refers precedent setting issues to higher level management for advice and consultation.
- Handles the billing processes; handles any special problems associated with the utility billing cycles.
- Monitors the appropriate billing cycles and assures that all records are submitted on a timely basis so that established deadlines will be met.
- Posts various fees to accounts.
- Makes arrangements for delivery of dumpsters to businesses and bills for dumpsters.
- Handles electronic payment and returned check processes.
- Assists citizens in a professional and empathetic manner, both in person and on phone.
- Troubleshoots citizen requests or directs them to the appropriate person.
- Maintains hydrant meter records.
Job Duties
- Performs duties of others in Finance Department as assigned in accordance with cross training.
- Performs related duties as required.
- Considerable knowledge of local government financial laws, methods, and procedures.
- Considerable knowledge of generally accepted accounting principles.
- Considerable knowledge of local policy and state statutes regarding utility billing, collections, rules and regulations, and utility maintenance.
- Considerable knowledge of standard operating practices involved in modern office operation and public service.
- Working knowledge of supervisory practices and the ability to implement them in an office environment.
- Some knowledge of computer operations, software, and hardware.
- Ability to schedule, assign, review, and direct the work of a group of employees.
- Ability to deal effectively with the public in a tactful and effective manner.
- Ability to create and maintain accurate records, reports, and files in support of a billing, customer service, and meter reading operation.
- Ability to operate calculator, computer terminal, and related office equipment.
- Ability to communicate effectively in oral and written forms.
- Ability to develop and maintain effective working relationships with other departmental personnel, supervisor, employees, and the general public.
- Must be able to physically perform the basic life operational support functions of fingering, talking, hearing, and repetitive motions.
- Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.
- Must possess the visual acuity to compile and compute data and statistics, work with billing and accounting functions, operate a computer terminal, and do extensive reading.
Education and Experience
- Graduation from a two year college with a major in business, accounting, or related field.
- Experience in an accounting or finance operation involving heavy public contact and with some supervisory experience.
- Or an equivalent combination of education and experience.
