Missions
In a medium-sized community, he or she is in charge of all administrative records of the community according to the directives of the elected officials.
- provide the elected officials and the director if necessary with decision-making tools;
- assist the elected officials in the preparation of the municipal council, the drafting of administrative and technical documents;
- ensure budgetary and accounting procedures, manage debt and treasury;
- ensure the application of the regulations;
- perform financial and fiscal analyses and propose strategies;
- supervise administrative services;
- manage the community's personnel;
- manage public procurement contracts, grants, and the follow-up of purchases;
- manage the community's project files.
- KNOWLEDGE:
- have a good knowledge of public finances;
- know the status of the Territorial Public Service, the code of public procurement and administrative procedures;
- know and implement the orientations and priorities of the elected officials;
- master the writing techniques (opportunity notes, synthesis notes, etc.);
- know and respect administrative procedures, acts control procedures, writing mentions;
- apply project and objective management methods and tools;
- master the budgetary and accounting rules of public accounting (M14, M4, etc.).
- KNOW HOW:
- advise the elected officials and alert them to risks (legal, administrative) and their treatment;
- adapt and organize reception services with a view to proximity (single window, annex window, etc.);
- distribute and plan activities according to service constraints;
- define service needs and associated skills;
- manage recruitment, integration, training, career of agents;
- evaluate agents;
- develop a budget forecast and make simulations;
- seek financing and adapt to financial constraints.

Legal basis:
Art. L332-8 provision 6 of the general public service code - A contractual employee may be recruited for this position because it is a specific position in a small community. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
