Overview

Person County Government is seeking a dynamic, community-focused professional to serve as a Full-Time Outreach Librarian for the Person County Public Library. We are seeking a self-motivated, service-oriented professional who is passionate about community engagement and expanding equitable access to information. Strong communication skills, adaptability, and the ability to foster positive relationships with diverse populations are essential. This vital role extends the reach of our public library services beyond our physical walls, ensuring that all residents—regardless of age, mobility, or circumstance—have access to enriching library resources and meaningful connections.

The Outreach Librarian delivers high-quality library services directly to institutions and homebound individuals throughout the community. This position plays a key role in promoting literacy, lifelong learning, and community engagement by building strong partnerships and tailoring services to meet diverse needs.

This position operates under general supervision and requires the ability to work independently while developing effective work methods and schedules. The Outreach Librarian must demonstrate initiative, sound judgment, and strong organizational skills to manage routes, plan services, and ensure consistent, reliable delivery of materials.

For the detailed job description, the starting salary will be determined with consideration given to both the candidate s educational background and relevant work experience. Must possess a valid driver’s license and have an acceptable driving record per County policy. This is a non-exempt position working 37.5 hours weekly / 1950 hours annually.

Essential functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Coordinates activities of the bookmobile and outreach services program.
  • Supervises, schedules and evaluates part-time Bookmobile Page.
  • Drives the bookmobile and / or mobile services van to provide direct public service to individuals and institutions, including but not limited to local daycares, schools, nursing homes, and retirement centers, during regularly scheduled visits, as well as special events.
  • Develops and maintains a schedule of Bookmobile and Outreach services.
  • Creates a printed calendar of Bookmobile and Outreach Services to promote services to the public.
  • Ensures that the bookmobile or mobile services van is well-stocked with materials to meet the needs of the community or group being served.
  • Ensures the outreach materials collection meets the needs of patrons through review, evaluation and selection of materials.
  • Performs a variety of circulation duties: checks books and library materials in and out, processes library card applications, takes requests and places holds, and collects fees for damaged / lost materials.
  • Provides reference and readers’ advisory services to patrons, either in-person, over-the-phone, or by email.
  • Develops and maintains Mobile Library collections to meet the educational, recreational, and information needs of Bookmobile patrons. Examines materials for replacement and repairs damaged outreach books.
  • Develops and presents library programs in accordance with community needs and interests.
  • Collaborates with the Youth Services and Reference & Adult Services Librarians to develop and implement programming throughout the County.
  • Communicates with members of the public to promote and schedule Bookmobile services.
  • Collects statistics and creates monthly and annual reports of outreach services and bookmobile usage, and makes recommendations for schedule and location changes to best meet community needs.
  • Ensures the bookmobile and mobile services van receive routine maintenance and that the interior and exterior appearance meets library standards. Schedules and supervises vehicle maintenance.
  • Assists with maintaining bookmobile equipment; troubleshoots and/or coordinates the repair of bookmobile equipment.
  • Assists with grants and other funding opportunities to enhance bookmobile and outreach programs and services.
  • Interprets and explains library rules, policies, and procedures to the public.
  • Works at the circulation desk, as scheduled.
  • Performs related work as assigned.
Qualifications
  • Master’s degree in Library Science or related discipline.
  • One (1) year of public library work or related experience.
  • North Carolina Public Librarian Certification eligibility and must obtain within one year of hire.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
