Qualifications:

1. Master's degree in Administration, N.C. Administrator's Certificate or equivalent combination and experience.

Seven or more years experience in school or federal program administration, early childhood/elementary experience preferred, or equivalent experience.

Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

Reports to:
Superintendent and Assistant Superintendent

Supervises:
Early Childhood Staff

Job Goal:
To direct the administration of the Early Childhood Programs and ensure all federal, state and local guidelines are followed for the Carteret County school system

Performance Responsibilities:

Follows all rules, policies and procedures of Carteret County Schools, along with state and federal regulations pertaining to Early Childhood Program issues.

Establishes and maintains the Early Childhood Programs and provides administrative leadership to assure adherence to all program guidelines.

Serves as program manager of Head Start and NC Pre-K grants, responsible for system compliance for all grant requirements; provides administration of program budgets and monitoring.

Observes, evaluates and initiates improvements in the service for three/four year old students and provides leadership and supervision to staff.

Prepares grant applications to receive federal/state funds to implement programs; monitors grant expenditures, ensures programs are implemented with federal/state rules and regulations.

Monitors and keeps records of funds allocated to the Local Education Agency; authorizes the purchase of materials, supplies and equipment.

Works collaboratively with Curriculum and Instruction Services to provide training opportunities for teachers and to support classroom instruction.

Works with parents, families, and local agencies to assist in locating and providing high quality early childhood programs; design and implement the application and selection process for eligible early childhood students.

Collects and analyzes student, teacher and school data to monitor and evaluate the early childhood programs.

Attends local and state meetings to remain current with childcare regulations and curriculum development for early childhood programs.

Solves job-related problems and improves organizational effectiveness; assists in creating an environment that emphasizes a commitment to service.

Supervises and conducts personnel administration duties for direct report subordinates, including hiring and firing, evaluating, assigning special duties, monitoring attendance and travel reports, and granting leave.

Performs other duties and responsibilities as requested by the Superintendent and Assistant Superintendents.

Twelve month year/ Contract/FLSA Exempt

Starting Salary and/or Grade: Salary based on state administrative salary

scale.

Evaluation:
Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of personnel.

• Ability to comply with confidentiality requirements in local, state and federal policies and statutes.
• Ability to follow detailed written and oral instructions.
• Working knowledge of effective methods of dealing with children.
• Maintain thorough knowledge of federal, state and local policies and procedures regarding early learners.
• Ability to establish and maintain effective working relationships as necessitated by work assignments.
• Ability to communicate clearly and concisely, both orally and in writing; ability to communicate with school personnel, students, and parents while complying with the confidentiality requirements in local, state, and federal policies and statutes.
• Physical ability (able to exert up to 20 pounds of force occasionally) and dexterity to perform the duties and responsibilities of the job, such as, walk, lift, stoop, stand, grasp, kneel, crouch and key requiring repetitive motions.
