Dean of Student Services and EC Compliance
The Dean of Student Services and EC Compliance serves as a licensed instructional leader responsible for promoting academic achievement, positive student behavior, and equitable access to educational opportunities for all students. This position provides leadership in student discipline, Exceptional Children (EC) compliance, instructional coaching, attendance improvement, assessment coordination, and school-wide intervention systems.
Working collaboratively with administrators, teachers, counselors, and support staff, the Dean of Student Services and EC Compliance ensures compliance with federal and state regulations governing Exceptional Children services while supporting a safe, inclusive, and academically focused learning environment. The position aligns with North Carolina Department of Public Instruction (NCDPI) expectations for Multi-Tiered System of Supports (MTSS), Positive Behavioral Interventions and Supports (PBIS), school improvement, and whole-child student success.
StudentServices, Behavior, and School Climate
- Provide leadership in implementing school-wide behavior expectations, PBIS, restorative practices, and MTSS behavior supports.
- Assist administrators with student discipline investigations and disciplinary decisions in accordance with district policy and the North Carolina Student Code of Conduct.
- Coordinate interventions for students demonstrating chronic behavioral concerns.
- Facilitate restorative conferences, conflict resolution meetings, behavior contracts, and student re-entry conferences.
- Monitor discipline data to identify trends and recommend proactive intervention strategies.
- Collaborate with counselors, school social workers, school psychologists, and other support personnel to address students' social-emotional and behavioral needs.
- Develop and implement strategies that promote a positive, safe, and inclusive school culture.
- Ensure compliance with the Individuals with Disabilities Education Act (IDEA), North Carolina Exceptional Children policies, and district procedures.
- Collaborate with EC teachers and case managers to support implementation of Individualized Education Programs (IEPs), accommodations, modifications, and Behavior Intervention Plans (BIPs).
- Assist with manifestation determination reviews and discipline procedures involving students with disabilities.
- Coordinate and monitor EC documentation and compliance timelines.
- Handle student discipline involving Exceptional Children students while ensuring all legal and procedural safeguards are followed.
- Support communication among EC staff, general education teachers, families, and related service providers.
- Promote inclusive instructional practices and equitable access to educational opportunities for students with disabilities.
- Provide instructional coaching and support to teachers to improve classroom management, instructional delivery, and student engagement.
- Participate in instructional walkthroughs and collaborate with administrators to provide constructive feedback aligned with school improvement goals.
- Support teachers in implementing effective instructional strategies and intervention practices.
- Assist with identifying students requiring academic interventions and coordinate support services.
- Support tutoring, intervention, credit recovery, and academic recovery initiatives.
- Collaborate with instructional staff to improve student achievement and overall instructional effectiveness.
- Assist with the coordination and administration of all local, state, and federal assessments.
- Ensure testing procedures comply with North Carolina Department of Public Instruction guidelines and district policies.
- Support testing logistics, scheduling, security procedures, accommodations, and assessment documentation.
- Collaborate with instructional staff to analyze assessment data and support continuous school improvement.
- Monitor attendance data and implement interventions for chronic absenteeism.
- Conduct attendance conferences and develop attendance improvement plans.
- Collaborate with student services personnel to remove barriers to attendance and academic success.
- Support dropout prevention initiatives and student re-engagement efforts.
- Communicate regularly with families regarding student behavior, attendance, academic progress, and intervention plans.
- Serve as a liaison between the school, families, community agencies, and outside support organizations.
- Participate in parent conferences, school events, and student support meetings.
- Foster positive partnerships that support student achievement and well-being.
- Serve as an active member of the school leadership team.
