Exceptional Children Program Facilitator – Compliance

Chatham County Public Schools Administrative Office – Pittsboro, North Carolina

Position Purpose

Provides leadership in the implementation, monitoring, and evaluation of special education programs to ensure compliance with federal and state laws, including North Carolina Policies Governing Services for Children with Disabilities. Serve as a liaison between the central office and schools, providing technical assistance, compliance monitoring, problem solving, and data analysis.

Supports district leadership in coaching, compliance, and instructional monitoring, collaborating with administrators, educators, families, and community partners to strengthen practices, monitor progress systems, and address systemic barriers.

Responsibilities
  • Provide leadership in the implementation and monitoring of Exceptional Children programs in accordance with federal regulations, state laws, and NC policies, ensuring consistent application of procedural requirements and safeguards.
  • Develop and maintain district monitoring systems to evaluate compliance indicators, documentation practices and required timelines, conduct audits, and identify areas for corrective action or continuous improvement.
  • Serve as a district resource by providing technical assistance and guidance on eligibility, evaluations, IEP development, discipline procedures, transition requirements, and other special education processes.
  • Analyze compliance and program data to identify trends, support district improvement efforts, and assist with state monitoring activities, complaints, due process, and corrective action requirements.
  • Develop guidance documents, resources, and implementation tools that support consistent district wide application of special education policies and procedures.
  • Serve as a district lead for ECATS implementation and other student data management systems aligned for programming for students with disabilities.
  • Monitor data quality for implementation, ensuring the accuracy, integrity, and completeness of special education data and documentation with reporting requirements and maintenance of educational records.
  • Provide training, coaching, and technical assistance to staff regarding ECATS procedures, documentation requirements, data entry practices and reporting requirements.
  • Generate and analyze reports from ECATS and other student information systems to monitor performance indicators, support decision-making, and prepare required reports, audits, and monitoring documentation.
  • Provide training and technical assistance related to NC Policies Governing Services for Children with Disabilities, programming implementation of special education procedures, and compliance requirements.
  • Support district and school teams in interpreting and applying special education regulations to complex situations.
  • Develop resources and procedural guidance to strengthen district wide consistency in implementation of special education programming.
  • Collaborate with district and school administrators to monitor implementation of special education requirements and address compliance concerns; partner with multidisciplinary teams.
  • Participate in state, regional, and district meetings related to compliance, ECATS implementation, monitoring activities, and special education program requirements.
  • Maintain inventory and manage materials, supplies, and educational tools in accordance with special education programming.
  • Assist with grant development, implementation, and resource acquisition to enhance programming for Exceptional Children.
  • Perform other duties as assigned by the supervisor.
Qualifications
  • Bachelor's degree from an accredited college or university in Special Education or a directly related field.
  • Multiple years of successful teaching experience or related school-based professional experience.
  • Demonstrated leadership experience in assessing student needs, supporting instructional improvement, and adhering to special education regulations.
  • Experience planning, developing, and implementing programs; evaluating program effectiveness; and designing and delivering professional development for staff.
