ML Specialist Job Description

The job of Multilingual Learner Specialist (ML Specialist) was established for the purpose of providing support to the instructional process by serving as a teacher with specific responsibility for developing Multilingual Learner students' ability to effectively perform courses of study in the English language; supervising students within the classroom and other assigned areas; developing English Language Development (ELD) lesson plans and delivering group and individual student instruction within established curriculum guidelines;

collaborating with and coaching regular education teachers, other professional staff, and administrators in addressing instructional and/or classroom issues; and responding to a wide range of inquiries from students' parents or guardians regarding instructional program and student progress in English Language Development. The ML Specialist will monitor the needs of students who have exited the English Learner program for Monitored Years One through Year Four.

Teacher English Language Fluency: SCS is required to certify that all teachers in any language instruction program for limited English proficient students are fluent in English, including having written and oral communications skills. Teachers will be assessed as follows:
Listening & Speaking - The interview will be scribed and scored. Reading will be satisfied through a transcript from an English speaking college or bilingual college program. Writing - A writing prompt will be completed after the oral interview. The prompt will be scored using a rubric.

Qualifications:

  • Bachelor's degree from an accredited college or university.
  • Holds or is eligible for a current North Carolina Professional Educator's License.
  • Holds, is eligible for, or is willing to obtain North Carolina English as a Second Language (ESL) K–12 licensure in accordance with NCDPI licensure requirements.
  • Demonstrated instructional skills and knowledge of best practices for multilingual learners.
  • Strong collaboration, communication, leadership, and technology skills.

Preferred:

  • Current North Carolina ESL (K–12) licensure.
  • Experience teaching multilingual learners.
  • Experience coaching or collaborating with classroom teachers.
  • Experience facilitating professional learning for adults.

Responsibilities:

Under the direction of the Director of Federal Programs, the ML Specialist provides direct English Language Development (ELD) instruction to multilingual learners, collaborates with and coaches classroom teachers in research-based instructional practices, analyzes WIDA ACCESS and other student data to guide instruction, and supports the implementation of effective language development strategies that promote student success in grade-level learning.

  • Provide direct English Language Development (ELD) instruction to multilingual learners through individual, small-group, classroom, and co-teaching support.
  • Collaborate with classroom teachers to plan, implement, and monitor effective instructional strategies that support language development and access to grade-level content.
  • Analyze WIDA ACCESS and other student data to identify needs, monitor progress, and develop appropriate instructional supports and interventions.
  • Monitor the academic progress of students who have exited the ML program during their four-year monitoring period.
  • Communicate effectively with families, school staff, and district personnel to support multilingual learners.
  • Participate in school and district professional learning communities and engage in ongoing professional learning related to multilingual learners and English Language Development.
  • Support the implementation of the district's Language Instruction Educational Program (LIEP) and perform other duties as assigned.
