The NCWorks Career Development Director coordinates career services and workforce programs, ensuring job seekers and WIOA (Workforce Innovation and Opportunity Act) participants have access to training, employment opportunities, and supportive services. This role manages program operations, monitors compliance with federal and state guidelines, and builds partnerships with employers and community agencies to meet local workforce needs.
  • Plan and implement strategies to meet WIOA performance measures established by the workforce board.

  • Interview job seekers to assess needs, determine program eligibility, identify employment barriers, and evaluate readiness for enrollment to develop strategies that improve employability.

  • Review assessment results to recommend appropriate training and/or job placement opportunities; apply federal, state, and local policies in program implementation.

  • Monitor compliance with federal, state, and local program requirements; maintain documentation to meet reporting standards; track job availability and progress of all participants.

  • Provide ongoing career counseling, training guidance, and support for overcoming barriers to employment for job seekers and participants.

  • Collaborate with Business and Industry programs to identify workforce demand, employer needs, and training opportunities.

  • Coordinate with community, state, and local agencies to provide information on supportive services, eligibility criteria, and referral processes for participants.

  • Work with employers to gather job orders, identify qualified applicants, and assess hiring needs.

  • Partner with agencies, schools, and organizations to conduct orientations for special populations, including dislocated workers and youth; deliver presentations and workshops on career planning, job readiness, and related topics for job seekers.

  • Prepare periodic and special reports on case management activities and maintain accurate program data for participants.

  • Enter required customer data into the state system to ensure accountability and track performance outcomes for participants.

  • Maintain the Resource Room to ensure availability of current materials, career resources, and labor market information in print and online formats for job seekers.

  • Develop action plans for participants that may include basic skills remediation, career counseling, and career exploration.

  • Assist job seekers with job search and placement activities, including resume writing, interview preparation, and employer targeting; screen, interview, and refer applicants to employers.

  • Assist visitors with the NCWorks registry and access to resources in the Career Center.

  • Participate in special events and recruitment activities hosted by the Career Center on campus and in the community.

  • Refer participants to appropriate community resources for social services such as childcare, food assistance, healthcare, and medication.

  • Follow up with participants to track progress and employment outcomes; follow up with employers to verify job placements.

  • Perform other related duties and projects as assigned to support the College’s mission, values, and goals.

Minimum Qualifications:

  • Bachelor’s degree in Human Services, Business Administration, Education, Workforce Development, or related field.

  • Two years of progressively responsible experience in career services, workforce development, or related field.

  • Supervisory experience and familiarity with WIOA programs.

Preferred Qualifications:

  • Experience in a community college or public workforce environment.

  • Knowledge of local and regional labor market trends.

  • Strong grant writing and program development skills.

  • Knowledge of workforce development policies, practices, and performance measures.

  • Excellent communication, leadership, and interpersonal skills.

  • Ability to work collaboratively with diverse populations and stakeholders.

  • Ability to develop relationships with local public agencies and the community to facilitate continuous WIOA enrollment and community engagement.

  • Strong organizational and data management skills.

  • Proficiency in Microsoft Office Suite and NCWorks Online systems.

Physical Requirements
  • Ability to sit for extended periods while working at a computer or desk.

  • Frequent use of hands and fingers for typing, filing, and operating office equipment.

  • Ability to communicate effectively in person, by phone, and in group settings.

  • Occasional standing, walking, bending, or lifting up to 25 pounds during events, workshops, or community visits.

  • Ability to travel locally to employers, community agencies, and training sites as needed.

  • Visual and auditory ability to review documents, presentations, and online information.
