The HSE Specialist acts as the front‑line safety professional conducting inspections, observations, investigations, training, and regulatory compliance for OSHA, DOT, and EPA. The specialist anticipates hazards, evaluates probability and severity of loss events, performs hazard analyses, and provides counsel on compliance with safety, health, and environmental laws, codes, standards, and company requirements.
Responsibilities- Provide advice and counseling about regulatory compliance with safety, health, and environmental laws, codes, regulations, standards, and company requirements.
- Inspect workplace facilities—including tools, equipment, and machinery—to identify and correct deficiencies or hazards and ensure compliance with OSHA/DOT/Mas Tec USG standards.
- Assist local management in investigating safety‑related incidents, employee injuries, occupational illnesses, and motor vehicle accidents to determine causes and contributing factors.
- Conduct or facilitate safety training and education programs for supervisory and field employees through formal classes, safety meetings, or other venues.
- Recommend safe work processes and demonstrate protective equipment features that reduce exposure to workplace and environmental hazards.
- Ensure tools, equipment, materials, vehicles, and technical instruments are fit‑for‑purpose, functional, calibrated, and protected by appropriate safety systems to eliminate risks of injury or illness.
- Perform other duties as required and/or assigned.
- Associate degree or equivalent work experience of 4 years.
- Knowledge of overhead and underground distribution safe work practices with reference to OSHA standards.
- Experience as a Lead Lineman, Foreman, or other supervisory role.
- OSHA Outreach Training Instructor (Construction).
- Current or pursuing certifications:
Construction Health & Safety Technician (CHST) or Certified Utility Safety Professional (CUSP). - Knowledge of accident investigation following root cause analysis principles.
- OSHA 30‑hour certification.
This role operates in a field environment, routinely requiring extended periods of bending, squatting, climbing, kneeling, pushing, pulling, lifting, and twisting. Work may occur in inclement weather (heat, cold, rain, ice, snow, wind). The position is physically active, with lifting up to 50 pounds, and requires vision, hand‑eye coordination, and color discrimination.
