Job DescriptionTitle: Assistant Finance Officer
Location: Dare County Central Office
Reports to: Director of Finance
Salary: $3,818.19 to $6,584.45 Per Month
Responsibilities- Supervise and support payroll processing activities to ensure timely and accurate compensation of employees.
- Oversee position control functions and assist with monitoring staffing allocations and budgeted positions.
- Review and supervise monthly bank reconciliations to ensure accuracy and compliance with district financial procedures.
- Coordinate and oversee district insurance programs, including property, liability, workers' compensation, and other applicable coverages.
- Manage the district's fixed asset program, including asset tracking, inventory controls, capitalization, and reporting.
- Monitor district cash balances and assist with cash flow management to ensure sufficient liquidity for operational needs.
- Oversee and review Hub reporting requirements and ensure timely and accurate submission of required financial data.
- Coordinate and supervise financial Medicaid reporting activities to ensure compliance with federal and state requirements.
- Prepare, review, and assist with quarterly financial reports for the Federal Government, State Government, district leadership, the Board of Education, and other stakeholders.
- Assist the Director of Finance in the development, monitoring, and administration of the district budget.
- Assist the Director of Finance in preparing financial presentations, reports, analyses, and recommendations for the Superintendent, Board of Education, county officials, and other stakeholders.
- Perform other duties as assigned by the Director of Finance or Superintendent.
- Thorough knowledge of the principles, practices and procedures of public school administration.
- Thorough knowledge of administrative, managerial and supervisory practices and techniques.
- Thorough knowledge of organization and current operations of Dare County Schools.
- Comprehensive knowledge of payroll administration and compliance, including federal and state payroll tax laws, wage and hour regulations, Fair Labor Standards Act (FLSA) requirements, retirement and benefit deductions, payroll reporting, garnishments, leave administration, and applicable federal, state, and local regulations governing public sector payroll operations. Ability to interpret regulations, ensure compliance, maintain confidentiality, and resolve complex payroll issues accurately and efficiently.
- Thorough knowledge of federal, state and local laws, rules and regulations governing Financial Services functions, including finance, accounting, accounts payable, budgeting, courier services, fixed assets, payroll, print shop, purchasing, textbooks, warehousing, and capital outlay.
- Thorough knowledge of the procedures of the County Board of Education and the State Department of Public Instruction.
- Thorough knowledge of the operations of local government including taxation and other sources of revenue.
- Thorough knowledge of funding sources and mechanisms for public schools.
- Ability to develop long term goals and objectives.
- Ability to maintain standard accounting and control measures for Dare County Schools.
- Ability to prepare clear and concise reports and narratives from compiled researched data; and to analyze financial statements and other technical data.
- Ability to make oral presentations before large or small audiences.
- Ability to establish and maintain effective working relationships and to exercise sound independent judgment in planning, and coordinating the work of a technical and professional staff.
- Thorough knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state and local laws, rules and regulations.
- Ability to operate standard office machines and popular computer-driven word processing spreadsheets and file maintenance programs.
- Preferred:
Bachelor's degree in Accounting, Business Administration, Finance, Public Administration, or a related field. - Preferred:
North Carolina School Finance experience. - At least three years experience in accounting or finance, or equivalent combination of training and experience that provides the required skills and abilities.
