Overview
Under general supervision, plans, develops, coordinates and executes a regional emergency operations plan for the County and the towns of Plymouth, Roper and Creswell. Work involves assessing needs; identifying resources; developing an appropriate emergency operations plan; establishing policies and procedures to support, execute and manage the plan; and to overseeing/implementing the daily operations and activities. Performs related work as required.
ResponsibilitiesSPECIFIC DUTIES AND RESPONSIBILITIES EXAMPLES OF ESSENTIAL FUNCTIONS

Plans, organizes and coordinates the county’s overall emergency management and response programs including: coordination with local, regional, state and federal emergency responders and EM organizations and programs; coordinates and oversees emergency response of the county and/or municipalities during emergency situations; manages the emergency operations center when needed, serves as primary liaison to all related agencies including FEMA, State EM and local fire departments throughout the year;
coordinates CERT, Red Cross, and other volunteer resources; coordinates emergency communication systems including radios, first alert systems, public announcements, and E911 as required; responds to emergency incidents, assesses, develops and manages EM resources through administering the EM department budget, pursuing and administering grants and developing mutual aid or other partnership agreements.
Develops, plans, coordinates and manages the execution of an Emergency Operations Plan for the County and the towns of Plymouth, Roper and Creswell. Ensures Emergency Operations Plan is well thought out, adaptable to various situations; is responsive, effectively uses resources and will provide for the safety, security and needs of the community.
Established clear policies and procedures for executing the emergency operations plan. Develops a resource manual for responding to emergencies.
Schedules, provides and/or coordinates training for emergency response personnel.
During emergency situations, manages and maintains the emergency operations center; assesses degree of damage during disasters. Analyzes the possible deployment of resources; makes decisions regarding disaster situations based upon priorities and coordinates activities among disaster services.
Plans, schedules and conducts educational programs for the public. Develops and maintains a system of emergency information, notification and instructions to the public during a disaster situation. Develops and maintains a Countywide shelter list. Schedules training for shelter managers.
Establishes effective working relationships with officials from the County, surrounding cities and state and federal government in order to maximize resources and coordinated efforts for responding to emergencies. Initiates action to obtain appropriate return of tax dollars when a natural disaster is declared.
Identifies needed resources for system operations including budget, equipment and staffing needs.
Prepares and monitors the budget; and prepares reports of center operations, accomplishments, issues, activities, etc.
Maintains a variety of databases, records, files and documentation for assigned programs and services.

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
Represents the County at various conferences, meetings, etc. Attends workshops, seminars, conference and other professional development activities for the purpose of maintaining current knowledge of the developments, trends, issues and resources in emergency operations management.
Provides administrative support for other departments are needed.
Performs related duties as required.
