Deputy Director of Income Maintenance

The Deputy Director of Income Maintenance provides strategic leadership and oversight for the Department of Social Services' Income Maintenance programs. This position is responsible for the administrative and technical management of a diverse portfolio, including Food and Nutrition Services, Work First Family Assistance, Family & Children's Medicaid, Adult Medicaid, Low Income Energy Assistance (LIEAP), Commodities Distribution, the Crisis Intervention Program, and Child Support Enforcement.

In this capacity, the Deputy Director leads and supports program and functional unit supervisors, ensuring efficient day-to-day operations and high-quality service delivery. The role is instrumental in assessing community needs, implementing innovative programs and service strategies, and contributing to long-range planning for both the division and the broader agency. It also includes responsibility for developing, presenting, and justifying program budgets to the Health & Human Services Board.

This position requires strong independent judgment in addressing complex administrative challenges, shaping policy, and guiding program development. The Deputy Director represents the division in departmental and community settings, fostering collaboration and engagement with key stakeholders.

Education and Experience

Bachelor's degree in human services, public administration, or a related field and five (5) years of experience progressively responsible in Income Maintenance programs, plus three (3) years in a supervisory capacity; or any equivalent combination of training and experience which provides the required skills, knowledge, and abilities. Master's degree in human services, public administration, or a related field preferred. Thorough knowledge of Income Maintenance programs, policy manuals, and applicable federal and state laws and regulations governing eligibility programs.

Ability to analyze program performance, plan services, and direct large work units to meet organizational and programmatic goals. Demonstrated leadership and management skills, including strategic planning, organizational development, and ensuring compliance with program policies and standards. Ability to communicate effectively both orally and in writing and represent the division with internal and external stakeholders. Ability to establish and maintain effective working relationships with staff, applicants, County officials, and community partners.

High-level problem-solving and decision-making skills, including the ability to promote collaboration, address challenges proactively, and ensure program integrity. Preferred candidates demonstrate strong leadership skills and the ability to foster collaboration, program integrity, and compliance with County and State requirements.

Physical Requirements

Must be physically able to operate a variety of office equipment. Must be able to exert a negligible amount of force constantly to move objects. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
