Job Title

Performs difficult technical and administrative work ensuring the operation and readiness of Emergency Management and Emergency Communications' facilities, fleet, equipment, and supplies. This position also supports Chatham County's emergency management program, SARA Title III hazardous materials program, Radiological Emergency Preparedness, and Staff Duty Officer programs. Work is performed under the moderate supervision of the Emergency Management Director.

Essential Functions

Position functions are subject to change based on departmental needs and external factors including, but not limited to, regulatory requirements.

  • Supports the county's overall Emergency Management program utilizing the principles and practices of emergency management training, collaborating with a variety of county employees, local, state and federal partners and stakeholders;
  • Assures the readiness of the County Receiving and Distribution Point warehouse, EOC, and other supported facilities;
  • Utilizes forklifts, pallet jacks, hand trucks, and manual lifting to move equipment and supplies as needed;
  • Develops and executes the process of scheduling preventative and corrective maintenance of designated equipment and equipment caches in line with safety guidelines and best practices;
  • Develops plans and checklists to inspect and ensure readiness of Emergency Management and Emergency Communications facilities, fleet of vehicles/trailers, equipment, and supplies;
  • Effectively develops and maintains partnerships with local first responder agencies, municipalities, state and federal partners, non-government organizations active during disaster, and community groups;
  • Provides the day-to-day and detailed inspection, light maintenance, vendor coordination, and documentation of assigned facilities, fleet, or equipment in need of repairs;
  • Maintains records of maintained items, status, and repair status;
  • Coordinates with and works alongside law enforcement, fire and rescue, EMS, governmental agencies, and volunteer organizations;
  • Deploys, operates, and troubleshoots department equipment including trailers, tents, vehicles, radio systems, telephone and data systems;
  • Advises the Emergency Management Director on all matters related to logistics planning, facilities, communications, and the ordering, receipt, storage, transport, and onward movement of supplies, services, and personnel;
  • Establishes proper stewardship of supplies and equipment to maintain accountability for all expenditures;
  • Maintains status and field tracking documentation when distributing assigned/loaned resources and the return of those resources using assigned platforms/systems;
  • Assists with Chatham County Radiological Emergency Preparedness, SARA Title III Hazardous Materials and Chemicals, Staff Duty Officer, and other programs under the direction of the responsible full-time staff member;
  • Participates in and supports drills for the public, emergency response personnel, and community partners to ensure readiness and test response plans for emergency incidents;
  • Attends necessary training to maintain certifications and keep abreast of new technologies;
  • Performs other duties as assigned.
Minimum Qualifications

High school diploma or GED and at least two years of public safety experience; or an equivalent combination of training and experience.

Knowledge, Skills, and Abilities
  • Basic knowledge of the practices, procedures, standards, and regulations regarding emergency management coordination at the local level;
  • Basic knowledge of modern principles, practices, and processes involved in emergency management and hazardous materials handling and storage, and resources available;
  • Considerable knowledge of the geographical layout of the Chatham County and all municipalities;
  • Ability to communicate effectively in oral and written forms;
  • Ability to react quickly, effectively, and professionally in emergency situations and major disasters;
  • Ability to use sound judgment and determine best options and to make critical decisions in adverse situations;
  • Ability to establish and maintain effective working relationships with emergency agencies and personnel, volunteer emergency service organizations, public officials at the local, state, and federal levels, business and community leaders and organizations, other department heads, superiors, and employees.

Physical Requirements This work requires the frequent exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires speaking, hearing, use of hands and fingers, handling, feeling and reaching with hands and arms, frequently requires standing, walking and sitting and occasionally requires climbing, balancing, stooping, kneeling, crouching, crawling, tasting, smelling, pushing, pulling, lifting and repetitive motions;
