This is intermediate level professional nursing work in providing primary, preventive, and rehabilitative care to individuals and families in Public Health programs. Employees independently demonstrate and implement techniques of nursing care and counsel for promotion of health and prevention of disease through outreach in homes and schools, serving as team leader for a sub‑group within a larger project and/or as charge nurses in clinics.
Employees will be expected to assist in data collection and review in any project they are associated with. Employees at this level will spend a minimum of 25% of their time in one or more of the following roles:
- Charge Nurse – Direct clinic work during the clinic, assign tasks to lower‑level staff, manage clinic flow, advise staff on unfamiliar patient situations, and may independently manage nurse‑screening clinics outside the health department. Requires strong patient assessment skills.
- Community Outreach – Make home visits for case management or independent nursing activity. Carry a caseload of patients/families, partner to identify strengths and needs, develop health plans, provide case management and nursing assessment, make referrals, and coordinate all plans and resources.
- School Health / Child Care Consultation – Work with school or child care administration to develop goals, assess children, ensure care plans for chronic or recurrent problems, teach staff skilled procedures, establish safe medication policies, and explain health information to parents, students, and staff.
- Community‑Based Health Promotion – Work independently to develop programs or support groups, promote advocacy, build partnerships with residents, coordinate a small team of nurses, and handle unusual situations with supervisors.
Other responsibilities include managing program‑level support activities such as In‑Service or Quality Assurance, participating in program or agency‑wide planning and quality assurance activities, contributing observations or data related to patient or community trends, auditing records, and participating in Public Health Preparedness activities as directed by agency management.
Recruitment StandardsKnowledge, Skills, and Abilities – Considerable knowledge of nursing theory, practice, and public health principles; ability to plan, coordinate, and oversee others’ work; effective partnership with patients and service providers; accurate record keeping; basic computer skills.
Minimum Education and Experience – Graduation from an accredited professional nursing school and one year of professional nursing experience.
Special Qualifications – Current registered nurse license in North Carolina.
Other LegaciesIndividuals without a B.S. degree in public health nursing or a master’s will be required to complete the “Introduction to Principles and Practices of Public Health Nursing” course within one year of employment, in accordance with Health Services Commission Rule.
