Responsibilities
  • Leads and manages multiple human resources projects simultaneously and the delivery of comprehensive HR services across the organization based on area(s) of responsibility;
  • Supervises assigned direct reports; evaluates performance; ensures staff have the tools and training necessary to do their job; holds them accountable for completing assigned tasks; fosters a high‑performing and service‑oriented team;
  • Partners and collaborates with leadership across the organization to support organizational goals, culture, and workforce initiatives;
  • Provides guidance and recommendations to supervisors and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute tasks in sensitive and/or complex circumstances;
  • Analyzes trends, researches, and proposes alternative solutions to solve problems;
  • Interprets and applies federal, state, and local employment laws and regulations; evaluates organizational practices for compliance risk and recommends corrective or preventative actions;
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources and employment law;
  • Administers and interprets programs, develops, and implements programs related to the area of responsibility;
  • Prepares and maintains HR related reports, metrics, and records;
  • Independently researches and resolves employee and department concerns and HR issues to provide answers, solutions, and recommendations; investigates more efficient ways to manage and execute HR functions;
  • Assist in the development and implementation of new policies, programs, and procedures for the resolution of human resource and related management problems; provides guidance to supervisors and staff on current policies, procedures, state and federal laws.
  • Performs other duties as assigned.
Qualifications

Bachelor's degree in human resources, organizational management, business administration, public administration, or related field, and at least 3 years of progressively responsible experience in human resources, or equivalent combination of education and experience. Public sector experience is preferred. HR Certification is a plus.

  • Comprehensive knowledge of human resources principles, practices, and employment law;
  • Strong leadership, supervisory, and/or project management skills;
  • Ability to exercise sound judgment, discretion, and confidentiality;
  • Ability to think critically and problem solve;
  • Excellent interpersonal, communication (written/verbal), and negotiation skills;
  • Ability to analyze data, develop recommendations, and implement solutions;
  • Proficiency with MS Office Suite, HRIS systems, and standard business software;
  • Ability to establish and maintain effective working relationships with County officials, associates, and the general public.
Physical Requirements

This work requires the frequent exertion of up to 25 pounds of force; work regularly requires speaking, hearing, use of hands and fingers, handling, feeling, reaching with hands and arms and repetitive motions, frequently requires standing and sitting and occasionally requires walking, stooping, kneeling, crouching, crawling, pushing or pulling; work has standard vision requirements; work requires vocal communication to express or exchange ideas by means of spoken word and to convey detailed or important instructions to others accurately, loudly or quickly;

work requires hearing to perceive information at normal spoken levels and to receive detailed information through oral communications; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic). This work requires traveling to various county locations and facilities.
