Financial Systems Administrator

Performs difficult professional, technical, and administrative work involving the support and configuration of enterprise resource planning software applications, ensuring compliance, training users, creating reports and performing related work as apparent or assigned. Work is performed under the direct supervision of the Finance Officer.

The following essential functions serve as a general guide for this position. Position functions are subject to change based on departmental needs and external factors including, but not limited to, regulatory requirements.

  • Acting as the system administrator for the County's financial software system by maintaining user accounts, providing support, training users as requested either within the Finance department or by other departments, installing software and coordinating upgrades, creating reports, making recommendations, implementing new processes and products, creating how-to manuals and guides, and compiling electronic files;
  • Acting as the administrator for the document management system by maintaining user accounts, providing support, maintaining document mappings, keeping informed of current best practices, reviewing, initiating and participating in decision-making processes, and researching and ensuring compliance;
  • Providing insight into and assisting with electronic data analysis by making recommendations, acquiring and analyzing data in order to streamline processes and test internal controls;
  • Ensuring compliance standards by maintaining certification and self-assessment required, keeping informed of current best practices, and reviewing and participating in decision making;
  • Modifying user permissions and resetting passwords as necessary;
  • Monitors performance of programs after implementation;
  • Initiates and manages ERP support tickets;
  • Monitors ERP and user group boards for system issues and resolutions;
  • Analyzing and estimating feasibility, costs, time, and compatibility with County's current software programs;
  • Acting as support for the various ERP functions by assisting management in retrieving, reporting and analyzing data, developing metrics, reports and measurement tools for financial data, and working cooperatively with the staff by providing data and data analysis tools for management;
  • Attends annual Tyler Conference and Regional meetings;
  • Performs other duties as assigned.

Bachelor's degree in Computer Information Systems, Business, or Accounting or an Associate's degree with related coursework required. Bachelor's degree preferred; 2-4 years' experience in financial systems administration or an equivalent combination of education and experience. MUNIS software experience required.

Thorough knowledge of computerized systems for the maintenance of personnel and financial records, electronic database systems, financial software systems and document management software systems;
Thorough knowledge of internal control processes and procedures;
Thorough knowledge of audit standards and best practices;
Thorough knowledge of server/network tools (e.g. SQL Server Management Studio, Remote Desktop Connection, Active Directory User Groups);
Thorough knowledge of desktop business applications including spreadsheet, database and report-writing tools;
General understanding of the fundamental theories, principles, methods and practices of governmental accounting;
General understanding of the theories, methods and practices of local government finance;
General knowledge of the functions and organizations of county government;
Skill in the use of computers and software such as MUNIS, Microsoft Office Suite, etc.;
Ability to identify and solve problems quickly, decisively, and independently;
Ability to maintain confidentiality;
Ability to adapt to changing needs and to handle multiple projects simultaneously;
Ability to plan, organize, coordinate, meet deadlines and follow up with attention to detail;
Ability to evaluate information and make effective recommendations to develop solutions to requests and problems;
Ability to develop technology and its application for Finance, Human Resources, and other users;
