Dare County EMS Department is seeking an experienced and dynamic professional to serve as EMS Deputy Director – Special Services. This senior leadership role provides strategic oversight and operational direction for a broad portfolio of critical support functions, including training and workforce development, health and safety, information technology, facility projects, and interfacility transport resources. The Deputy Director will ensure these functions operate efficiently, comply with regulatory standards, and are fully aligned with the agency’s mission to deliver exceptional emergency response services.
This position requires a visionary leader with strong collaborative, communication, and problem-solving skills who can work effectively across multiple teams, departments, as well as, internal and external partners to advance organizational readiness and excellence. This position is designated as essential personnel and is an FLSA exempt position, compensated on a salary basis.
Performs complex advanced technical and administrative work assisting the EMS Director with directing County emergency service programs and supervising emergency medical services (EMS) staff, developing and implementing plans and programs, maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the EMS Director. Departmental supervision is exercised over all personnel within the department.
As a condition of employment, employees in this class are required to transport to their residence and work and/or during on call time in a county vehicle.
Training & Development –
This senior management position is in the lead role for the agency’s overall training strategy, ensuring programs align with mission needs, regulatory standards, and emerging threats. They develop and enforce training policies, oversee training operations and staff, and coordinate multi-agency partnerships. They direct preparedness exercises, manage after-action improvements, and ensure workforce development through credentialing (initial and recertification), professional-development pathways, and continuing education program development and delivery.
They oversee training budgets, resources, and technology, and support operational leadership during emergency activations. They continuously evaluate and improve training programs to enhance organizational readiness and resilience.
This senior management position provides strategic leadership for the agency’s Health & Safety Program, ensuring compliance with OSHA, CDC, and other regulatory standards. They oversee risk assessments, hazard mitigation, and safety policy development. They function as the Designated Infection Control Officer (DICO), manage occupational exposure incidents, coordinate medical follow-up, maintain infection-control policies, and act as the liaison with hospitals and public health authorities.
They direct health and safety training, ensure proper PPE and safety resources are available, and support major incident operations as a safety advisor or other incident command position. They also track safety and exposure data, lead improvement initiatives, and strengthen the agency's overall safety culture and readiness.
This senior management position provides strategic leadership for the agency’s interfacility transport program, ensuring safe, efficient, and compliant patient transfers. They develop policies, protocols, and quality assurance processes, and coordinate closely with hospitals, healthcare systems, and other partners. They oversee supervisory staff assigned to this programmatic area, are responsible for operational planning, vehicle and equipment readiness, staffing, training, and clinical quality under medical direction.
This position assists in managing budgets, contracts, and performance metrics, promotes patient and crew safety, and leads continuous improvement initiatives. They also integrate interfacility transport operations into emergency response or surge situations when required.
