The City of Boiling Spring Lakes is a rapidly growing, predominantly residential coastal community located in Brunswick County in southeastern North Carolina. The City lies approximately 21.2 miles southwest of Wilmington, North Carolina with a population of approximately 7,000. The area is 23.3 square miles. The City is known for its proximity to local beaches and lakes.

The City is seeking a City Manager to plan, organize, manage, direct, and implement the goals and objectives of the Board of Commissioners as the Chief Executive Officer (CEO) for the City. The City Manager serves at the pleasure of the Board of Commissioners and must have a strong respect for the Council/Manager form of government.

The City Manager is responsible to the Board for administering all municipal affairs and exercises control and general supervision of all City employees. The person shall be an experienced manager who is well versed in the management of an organization’s operations including, finance, personnel and strategic planning. The chosen candidate will have a record of recommending policies and implementing practices to achieve organizational goals and must possess the proven ability to attract, develop, motivate, and retain employees, as well as encourage community involvement and foster volunteerism.

• Manages the department heads and departments in City government; works with them to establish long‑and short‑range goals and assures effectiveness and efficiency of services provided; communicates organizational mission, vision and goals as established by elected officials, and helps department heads enhance these goals and implement programs consistent with them;
• Oversees the operational management of public works for the City; ensures effective land use planning and development for the City to maximize natural resources; oversees the development and implementation of recreational and other leisure services, arts and quality of life facilities and programming; oversees programs and services to ensure the public safety of the community;
• Oversees the selection, training, professional development, and work evaluation of City staff; oversees the implementation of effective employee relations programs; provides policy guidance and interpretation to staff; serves as the hearing officer for grievances and discipline hearings;
• Cooperates with other governmental units as necessary to provide professional and effective services to the citizens (State, transportation, county, neighboring cities, etc.);
• Researches and recommends policies; implements administrative procedures as necessary to provide for consistency and guidance of staff and service management;
• Demonstrates leadership and sound decision‑making skills in emergency and controversial situations; leads in finding collaborative resolutions to conflicts;
• Maintains cutting edge knowledge of management and municipal trends, laws and issues; maintains modern management knowledge and skills;
• Oversees the preparation of the annual budget for the City; authorizes, directly or through staff, budget transfers, expenditures, and purchases; provides information regarding the financial condition and needs to the City Commissioners;
• Advises the City Commissioners on issues, programs, and financial status; prepares and recommends long‑and short‑term plans for City service provision, capital improvements, and funding; directs the development of specific proposals for action regarding current and future City needs;
• Oversees the administration, construction, use, and maintenance of all City facilities and equipment, including buildings, parks, facilities, and other public property;
• Represents the City and the Commissioners in meetings with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations;
