General Statement of DutiesPerforms difficult, technical work in the supervision and oversight of the daily work within an assigned branch of the Carteret County Library system.
Distinguishing Features of the ClassAn employee in this class is responsible for specialized work within the assigned branch, requiring the application of current library techniques and appropriate technology. This position provides day-to-day supervision of branch staff including scheduling, training and evaluating. The employee demonstrates an enthusiastic self-reliant and self-starting approach to job responsibilities and exercises good judgment in interpreting and applying library policies and regulations.
The employee is responsible for maintaining accountability and a high level of courtesy and tact when dealing with the public. Work is performed under the general supervision of the Library Director and is reviewed through observation and public feedback for quality and effectiveness in fulfillment of library objectives as outlined by the Library Director.
- Participates in the hiring, training and supervision of unit staff; develops and maintains high performance from supervised staff.
- Identifies and pursues opportunities for continuous improvements to library services and staff effectiveness.
- Provides day-to-day supervision of branch staff, which includes scheduling, training, and evaluating performance with direction from the Library administration.
- Develops, plans, executes, and evaluates library programming.
- Creates program calendars of the division in coordination with Library administration.
- Organizes and participates in community events under the supervision of the Library administration.
- Oversees general maintenance and security of building and grounds.
- Assesses patron information needs and provides appropriate resources and assistance in locating library materials and electronic resources.
- Plans and assists in programs and activities sponsored by the library.
- Merchandises and stages materials for high-impact results.
- Makes recommendations for titles to add to the library collection.
- Provides basic reference instruction and assistance to patrons.
- Trains and learns procedures in other library departments to enhance patron service.
- Acts as ranking staff member within the department.

- Thorough knowledge of public library systems, principles, methods and policies, and programs and materials available.
- Thorough knowledge of office practices and procedures and records maintenance.
- General knowledge of computer technologies to explain and use library tools and resources.
- Ability to follow new or established procedures and perform work requiring accuracy and detail.
- Ability to produce and maintain records and reports.
- Ability to establish and maintain effective working relationships with supervisor, employees and the public.
- Ability to perform appropriately when confronted with persons acting under stress and exhibit tact and diplomacy when managing others.
- Ability to perform outcome-based programming.
- Ability to communicate effectively, patiently and courteously, both verbally and in writing; listen and respond appropriately to needs and concerns.
- Ability to manage several projects at once and adapt to evolving circumstances and to prioritize and organize work with frequent interruptions.
- Ability to remain flexible and positive in an environment of continuous change.
- Ability to work and travel from one branch to another and out of county for occasional meetings and workshops.
- Ability to work a flexible work schedule to include evenings and weekends.
