Job Description Social Work Supervisor III-On Call/After Hours General Statement of Duties Performs responsible professional and technical work planning, managing, directing, coordinating and supervising the timely and appropriate delivery of Social Work Services. This position is assigned to Unit whose duties include the provision of after-hours/on-call coverage for Children. This unit has the statutory responsibility to screen reports and to intervene in situations meeting the legal definition of child abuse, neglect and/or dependency.

Distinguishing Features of the Class An employee in this class is responsible for providing management and supervision in the delivery of Child Welfare Services (Child Protective Services Investigations, In Home Services and On-Call/After Hours and/or Intake) and may also support other areas after hours such as Permanency Planning.

This supervisor leads a team of SWIAT workers whose primary function is the provision of Child Protective Services on-call duties primarily outside of regular business hours, if/or when the agency closes unexpectedly, weekends, and holidays. This position would have further altered hours when/if the county operates emergency shelters as this is a mandatory duty of DSS and all staff must participate, as assigned.

Other duties would be performed as assigned by the Director, Deputy Director Program Administrator and/or Program Manager.

Illustrative Examples of Work This position will have a non-traditional work schedule and may require court attendance and mandatory meeting attendance.

Supervises a team of social workers who receive reports of alleged abuse, neglect, and/or dependency from various resources, determines if reported information meets the criteria for intervention, and ensures accepted reports are assigned a response time according to Chapter 7B of the North Carolina General Statues and related rules and policy provided by the NCDHHS/DSS.Collaborates with assigned after-hours social worker to ensure protective measures are in place when danger indicators have been identified, up to removing children from the custody of their parent/caretaker, by filing a petition for custody through the court system when alternative measures have been exhausted.

Organizes and directs social work activities within state and federal guidelines, standards, and regulations through case consultation for particularly difficult cases.

Establishes, implements and maintains structure for delivery of mandated services in consultation with SW Program Administrator.

Plan, design, and monitor the unit work plan to ensure needs are met and service delivery is effective and efficient.

Design, implement, assign, and monitor workflow to assure equitable workload in accordance with knowledge and expertise of social work staff and to ensure workload is always covered and during staff vacancies.

Interacts with agency units and other agencies in the community to develop awareness of child abuse and neglect to develop support systems for clients.

Oversee the daily activities and work performance of staff.

Recommends budget items to the SW Program Administrator; recommends and monitors spending of agency funds; ensures proper coding of services provided; approves and monitors overtime.

Recommends approval of emergency assistance and food vouchers for open cases in CPS.Reports allegations of fraud to the program integrity worker.

Reviews staff performance; reads and monitors case records for compliance with procedural and policy guidelines.

Provides on-going training and support for staff through individual monthly conferences and unit meetings.
