Description of WorkPerforms intermediate skilled trades work in the installation, repair and maintenance of water lines, pump stations, water storage tanks, flushing hydrants, performing service orders, reading and maintaining water meters, collecting water samples, locating water lines, does related work as required. Work is performed under the limited supervision of the Water System Director.
Specific duties and responsibilities include reading water meters; processing service orders; initiating, restoring and terminating utility service as required; performing installation and/or removal of water meters upon customer request; utility location and marking of mainlines and services; assisting in the maintenance, repair and construction of the water system infrastructure; investigating customer concerns regarding water quality, consumption, high readings, no water, water pressure, etc;
testing and repairing leaks in service lines and meters; making adjustments as necessary to maintain proper flow of water; providing customer service responding to questions and inquiries from the general public; responding to customer concerns or complaints and enforcing water policies established by the County; inspecting and maintaining water system pumping stations; monitoring and performing control actions utilizing SCADA equipment;
collecting daily water samples; collecting and recording daily chlorine residuals throughout the district; testing and recording pH levels; flushing water lines to ensure water quality; setting traffic control including safety devices, signs, and barricades; ensuring safety of public and work crew; completing construction site cleanup and/or landscaping; operating one or more types of motorized equipment such as tractors, backhoe, tapping machines and other equipment in water system operations;
performing general maintenance duties at all buildings and grounds associated with the water system; operating and maintaining county vehicles, equipment and tools; preparing and completing various work related forms and reports; serving in emergency stand by capacity; performing all aspects of water distribution maintenance and repair during after hour periods including weekends and holidays; and performing other related work as required.
High school diploma or GED and minimal experience involving the operation and maintenance of water systems, or equivalent combination of education and experience. Special requirement:
Valid driver's license in the State of North Carolina. Possession of or ability to obtain Backflow Cross Connection and Water Distribution certifications.
Physical requirements:
Must be physically able to operate a variety of equipment and machinery including trucks, tractors, backhoe, tapping machines, mechanics tools, electrical tools, plumbing tools, hand tools, etc. Must be physically able to operate motor vehicles. Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or 25 pounds of force constantly to move objects.
Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs or other parts of the body to grasp, push, pull or otherwise move objects. Physical demand requirements are for Heavy Work.

Requires the ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.
