Overview
General Definition of Work
The primary purpose of this position is to manage the agency's LINKS plan in accordance with Chafee Foster Care Independence Act. The LINKS program involves working with adolescents, teens, and young adult ages 13 to 21 to improve outcomes regarding pre-martial pregnancies, school dropout, criminal records, incarceration, and involvement in other high-risk behaviors, once they leave foster care.

Essential Functions- LINKS transition and Services to Youth in Foster Care, ages 13 to 21
- Transporting children to LINKS events
- Data Collection and Analysis and submit to State LINKS Coordinator
- Outreach Services
- Assist 18-21 youth with Training and Education
- Help youth Ages 13-21 learn life skills
- Visiting youth as needed
- Working with 18-21 population with services to help them become independent
- Host LINKS meetings
- Arrange life skills assessments for youth ages 13-21
- Assisting with displaced foster youth that stay in building
- Coordinating with Permanency planning social work to attend CFT meetings etc.
- Transporting youth to LINKS events
- Complete transitional living plans
- Provide LINKS transitional services to young adults 18-21
- Assist young turning 18 with obtaining to their 18th birthday
- Updating transitional living plans for court for youth 13-21
- Determining eligibility for transitional living funds for youth 18-21
- Participating in team meetings and discussions
- Plan and arrange inter-county events that benefit eligible youth
- Assist youth 18-21 with housing, school and other needs to assist with independent living
Courteous, professional, and respectful treatment of all clients being served and of others with whom this position may meet during the workday is essential. The worker in this position must be able to relate to co-workers in a caring and non-judgmental manner. The worker must interact with others in a courteous, professional and respectful manner. This position must be accurate in reporting statistical data and updating client information in the agency databases.
It is essential that work performed by this position be highly accurate because the decisions made could affect the quality and timeliness of the services we provide to our clients. This position has access to numerous secure sites at local, state and government level that information is to be maintained in a secure level. Regular supervision will be received in the areas of the Duties and Responsibilities.
Also, online training will be available to the employee when needed.
- Master’s degree from an accredited school of social work; or a bachelor’s degree from an accredited school of social work and one year of social work or counseling experience; or a master’s degree in a counseling field and two years of social work or counseling experience; or four-year degree in a human services field or a related curriculum and two years of social work or counseling experience;
or graduation from a four-year college or university and three years of experience in a related human services field; or an equivalent combination of training and experience. - Valid driver's license in the State of North Carolina
- 72 hours of child welfare pre-service training
- 24 hours of continuing education annually
- This position is a safety sensitive position and subject to random substance abuse testing in accordance with the Pender County Personnel Policy and Risk Policy.
This work is sedentary and requires little to no exertion of force; work regularly requires sitting and speaking or hearing and occasionally requires standing, walking, using hands to finger, handle or feel and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly;
hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Ability to perform manual work exerting up to 50 pounds of force occasionally and/or up to 10 pounds of force constantly to move objects.
